﴿إِلَّا تَنفِرُوا يُعَذِّبْكُمْ عَذَابًا أَلِيمًا وَيَسْتَبْدِلْ قَوْمًا غَيْرَكُمْ وَلَا تَضُرُّوهُ شَيْئًا ۗ وَاللَّهُ عَلَىٰ كُلِّ شَيْءٍ قَدِيرٌ﴾
[ التوبة: 39]

اور اگر تم نہ نکلو گے تو خدا تم کو بڑی تکلیف کا عذاب دے گا۔ اور تمہاری جگہ اور لوگ پیدا کر دے گا (جو خدا کے پورے فرمانبردار ہوں گے) اور تم اس کو کچھ نقصان نہ پہنچا سکو گے اور خدا ہر چیز پر قدرت رکھتا ہے

Surah At-Tawbah Full Urdu

(1) روم کے عیسائی بادشاہ ہرقل کے بارے میں اطلاع ملی کہ وہ مسلمانوں کے خلاف لڑائی کی تیاری کر رہا ہے چنانچہ نبی (صلى الله عليه وسلم) نے بھی اس کے لئے تیاری کا حکم دے دیا۔ یہ شوال سن 9/ ہجری کا واقعہ ہے۔ موسم سخت گرمی کا تھا اور سفر بہت لمبا تھا۔ بعض مسلمانوں اور منافقین پر یہ حکم گراں گزرا، جس کا اظہار اس آیت میں کیا گیا ہے اور انہیں زجر و توبیخ کی گئی ہے۔ یہ جنگ تبوک کہلاتی ہے جو حقیقت میں ہوئی نہیں۔ 20 روز مسلمان ملک شام کے قریب تبوک میں رہ کر واپس آگئے۔ اس کو جیش العسرۃ کہا جاتا ہے کیونکہ اس لمبے سفر میں اس لشکر کو کافی دقتوں اور پریشانیوں کا سامنا کرنا پڑا تھا۔ ”اثَّاقَلْتُمْ“ یعنی سستی کرتے اور پیچھے رہنا چاہتے ہو۔ اس کا مظاہرہ بعض لوگوں کی طرف سے ہوا لیکن اس کو منسوب سب کی طرف کر دیا گیا (فتح القدیر)

تم نہ اٹھو گے تو خدا تمہیں دردناک سزا دے گا، اور تمہاری جگہ کسی اور گروہ کو اٹھائے گا، اور تم خدا کا کچھ بھی نہ بگاڑ سکو گے، وہ ہر چیز پر قدرت رکھتا ہے

Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(9:39) If you will not march forth, Allah will inflict on you a painful chastisement, *40 and will substitute other people for you, *41 and you will in no way harm Him, for Allah has power over everything.

If you do not go forth, He will punish you with a meaning

*40) A general rule of the Islamic conduct has been derived from "If you .... chastisement. " When the Muslims are commanded to go to Jihad by a public proclamation from their leader, it becomes an obligatory duty for those who are called upon to do Jihad, whether they belong to any particular group or region. So much so that the Faith of those who do not go for Jihad without a genuine excuse becomes doubtful. But even in cases where the Muslims are called upon to go forth for Jihad and there is no command for the compulsory enrolment of every able-bodied Muslim of a particular group or region, it is a religious duty (though not obligatory), and it shall be considered to have been performed even if only some Muslims go forth for it.
*41) That is, "Allah's work does not depend on you and will be accomplished only if you do it. It is Allah's grace and bounty that He is affording you the golden opportunity of serving the cause of His Way. Therefore if you miss this opportunity because of any foolish assumption, Allah will raise another people and bestow on them the opportunity and capability of doing His work, and you will be losers".

Illa tanfiroo yuAAaththibkum AAathaban aleeman wayastabdil qawman ghayrakum wala tadurroohu shayan waAllahu AAala kulli shayin qadeerun

English - Sahih International

If you do not go forth, He will punish you with a painful punishment and will replace you with another people, and you will not harm Him at all. And Allah is over all things competent.

Quran Hindi translation

अगर (अब भी) तुम न निकलोगे तो ख़ुदा तुम पर दर्दनाक अज़ाब नाज़िल फरमाएगा और (ख़ुदा कुछ मजबरू तो है नहीं) तुम्हारे बदले किसी दूसरी क़ौम को ले आएगा और तुम उसका कुछ भी बिगाड़ नहीं सकते और ख़ुदा हर चीज़ पर क़ादिर है

যদি বের না হও, তবে আল্লাহ তোমাদের মর্মন্তুদ আযাব দেবেন এবং অপর জাতিকে তোমাদের স্থলাভিষিক্ত করবেন। তোমরা তাঁর কোন ক্ষতি করতে পারবে না, আর আল্লাহ সর্ববিষয়ে শক্তিমান।
