surah An Nur aya 48 , English translation of the meaning Ayah.
﴿وَإِذَا دُعُوا إِلَى اللَّهِ وَرَسُولِهِ لِيَحْكُمَ بَيْنَهُمْ إِذَا فَرِيقٌ مِّنْهُم مُّعْرِضُونَ﴾
[ النور: 48]
24:48 And when they are called to [the words of] Allah and His Messenger to judge between them, at once a party of them turns aside [in refusal].
Tafsir Ibn Katheer in EnglishAnd if these hypocrites are called to Allah and the Messenger so that the Messenger can pass Judgement between them in matters they dispute among themselves, they will reject his Judgement due to their hypocrisy.

And when they are called to Allah (i.e. His Words, the Quran) and His Messenger (SAW), to judge between them, lo! a party of them refuse (to come) and turn away.

When they are summoned to Allah and His messenger, in order that He may judge between them, behold some of them decline (to come).

We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".

When asked to submit their reason to revelation and accept Allah and His Messenger as the arbiters who would judge between them, some of them object and express disapproval when they know they are losers

(24:48) When they are called to Allah and His Messenger so that the Messenger may judge between them, *77 a party of them turns away. *78
And when they are called to [the words of] Allah and His meaning
*77) These words clearly state that thejudgement of the Prophet is the judgement of Allah and the Command of the Prophet is the Command of Allah. Therefore, the invitation to obey the Prophet is an invitation to obey both Allah and His Prophet. (Also see An-Nisa: 59-61, and the E.N.'s thereof).
*78) This dces not only apply to the cases which came up before the Holy Prophet for a decision in his lifetime, but this continues valid even today. Thus, a summon from the court of a judge in an Islamic government, who judges a case in accordance with the Book of Allah and the Sunnah of His Prophet, is actually a summon from the Court of Allah and His Prophet and the one who repudiates the judge indeed repudiates both Allah and His Prophet. This thing has been explained in a tradition related by Hasan Basri thus: "Whosoever is summoned to appear before a judge from among the judges of the Muslims but fails to appear before him, he is a transgressor and forfeits his rights." (Al-Jassas, Ahkam-ul-Qur'an, Vol. III, p. 405). In other words, such a person not only renders himself punishable but also guilty and liable to be proceeded against.

جب ان کو بلایا جاتا ہے اللہ اور رسول کی طرف، تاکہ رسول ان کے آپس کے مقدمے کا فیصلہ کرے تو ان میں سے ایک فریق کترا جاتا ہے
