﴿إِلَيْهِ مَرْجِعُكُمْ جَمِيعًا ۖ وَعْدَ اللَّهِ حَقًّا ۚ إِنَّهُ يَبْدَأُ الْخَلْقَ ثُمَّ يُعِيدُهُ لِيَجْزِيَ الَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ بِالْقِسْطِ ۚ وَالَّذِينَ كَفَرُوا لَهُمْ شَرَابٌ مِّنْ حَمِيمٍ وَعَذَابٌ أَلِيمٌ بِمَا كَانُوا يَكْفُرُونَ﴾
[ يونس: 4]
10:4 To Him is your return all together. [It is] the promise of Allah [which is] truth. Indeed, He begins the [process of] creation and then repeats it that He may reward those who have believed and done righteous deeds, in justice. But those who disbelieved will have a drink of scalding water and a painful punishment for what they used to deny.

Quran 10:4 Tafsir Al-Jalalayn
To Him exalted be He is the return of all of you God’s promise in truth both wa‘da and haqqan are verbal nouns and in the accusative because of the verbs implicit in them. Truly He read innahu as a new sentence or annahu with an implied lām sc. li-annahu ‘Because He’ originates creation that is He began it by originating it then recreates it through resurrection that He may requite reward those who believe and perform righteous deeds justly. And those who disbelieve for them will be a draught of boiling water and a painful chastisement because they disbelieved.

To Him shall be your return at the end of your life here below. His promise is absolutely true. He started creation and He continues to create and recreate, and on the Day of Resurrection all shall be created anew. Then He justly rewards those who recognized Him and obeyed Him, adored Him with appropriate acts and rites and vested their deeds with wisdom and, piety. He requites those infidels who denied Him with what is commensurate with their evil deeds. Their thirst shall be quenched with broiling water and their faculties of physical perception shall suffer torment by consequence of what their minds and souls had impelled them to do

The Return of Everything is to Allah
Allah tells us that the return of the creatures on the Day of Resurrection is to Him.
He will not leave anyone of them without bringing everyone into being as He brought them in the beginning.
Then Allah states that He is going to bring all the creatures into being.
وَهُوَ الَّذِى يَبْدَأُ الْخَلْقَ ثُمَّ يُعِيدُهُ وَهُوَ أَهْوَنُ عَلَيْهِ
( And He it is Who originates the creation, then He will repeat it (after it has perished ); and this is easier for Him.) ( 30:27 ),
لِيَجْزِىَ الَّذِينَ ءامَنُواْ وَعَمِلُواْ الصَّـلِحَاتِ بِالْقِسْطِ
( that He may reward with justice those who believed and did deeds of righteousness. ) meaning, the reward will be with justice and complete recompense.
وَالَّذِينَ كَفَرُواْ لَهُمْ شَرَابٌ مِّنْ حَمِيمٍ وَعَذَابٌ أَلِيمٌ بِمَا كَانُواْ يَكْفُرُونَ
( But those who disbelieved will have a drink of boiling fluids and painful torment because they used to disbelieve. ) meaning, because of their disbelief they will be punished on the Day of Resurrection by different forms of torment, such as fierce hot winds, boiling water, and the shadow of black smoke.
هَـذَا فَلْيَذُوقُوهُ حَمِيمٌ وَغَسَّاقٌ - وَءَاخَرُ مِن شَكْلِهِ أَزْوَجٌ
( This is so! Then let them taste it; a boiling fluid and dirty wound discharges.
And other (torments ) of similar kind all together!) ( 38: 57-58 )
هَـذِهِ جَهَنَّمُ الَّتِى يُكَذِّبُ بِهَا الْمُجْرِمُونَ - يَطُوفُونَ بَيْنَهَا وَبَيْنَ حَمِيمٍ ءَانٍ
( This is the Hell which the criminals denied.
They will go between it (Hell ) and the fierce boiling water!) ( 55:43-44 )

(10:4) To Him is your return. *8 This is Allah's promise that will certainly come true. Surely it is He Who brings about the creation of all and He will repeat it *9 so that He may justly reward those who believe and do righteous deeds; and that those who disbelieve may have a draught of boiling water and suffer a painful chastisement for their denying the truth. *10

The Prophet's teachings comprise two fundamental doctrines: ( i ) that God alone is man's Lord and hence man should worship Him, and ( ii ) that man is bound to return to his Lord in the Next Life wherein he will be made to render an account to his Lord.
This particular verse focuses on the second of these two doctrines.

This Qur'anic statement combines the enunciation of a basic doctrine with its supporting argument.
The doctrine that is being enunciated here is that God will resurrect man.
This is supported by the argument that it is God Who brought about the creation in the first place.
All those who believe that the original creation was an act of God can neither consider it impossible nor

The present verse sets forth the rationale of resurrection.
The preceding verses had conclusively established that resurrection is possible, that there is no reasonable ground to dub it as a far-fetched idea.
Drawing upon the above, the verse under consideration points out that the requirements of justice and reason can only be fulfilled by resurrection, and that this calls for a repetition of the original act of creation by God.
The point that is being made here is that those who accept God as their One and the Only Lord and truly live in service and devotion to Him deserve to be fully rewarded for their righteous conduct.
Likewise, those who reject the truth and act according to their own whim deserve to be duly punished for their unrighteous conduct.
The present life is so constituted that reward and punishment are not being meted out and cannot be meted out in the manner described above.
This is a plain fact, and one which is evident to all except those who are obstinate, This being the case, reason and justice demand fresh creation in order that such reward and punishment be meted out.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( Unto Him is the return of all of you ) after death; ( it is a promise of Allah in truth ) this is the Truth which will surely take place. ( Lo! He produceth creation ) from a sperm drop, ( then reproduces it ) after death, ( that He may reward those who believe ) in Muhammad ( pbuh ) and in the Qur’an ( and do good works ) between themselves and their Lord ( with equity ) with justice: [ i.e. they will earn as a reward ] Paradise; ( while, as for those who disbelieve ) in Muhammad ( pbuh ) and in the Qur’an, ( theirs will be a boiling drink and painful doom ) whose pain will reach to their hearts ( because they disbelieved ) in Muhammad ( pbuh ) and in the Qur’an.

To Him is the return of all of you. The Promise of Allah is true. It is He Who begins the creation and then will repeat it, that He may reward with justice those who believed (in the Oneness of Allah - Islamic Monotheism) and did deeds of righteousness. But those who disbelieved will have a drink of boiling fluids and painful torment because they used to disbelieve.
