Indeed, those who call you, [O Muhammad], from behind the chambers - (49:4)

﴿إِنَّ الَّذِينَ يُنَادُونَكَ مِن وَرَاءِ الْحُجُرَاتِ أَكْثَرُهُمْ لَا يَعْقِلُونَ﴾
[ الحجرات: 4]

49:4 Indeed, those who call you, [O Muhammad], from behind the chambers - most of them do not use reason.

O Messenger! Indeed, those bedouins who call out to you from behind the dwellings of your wives, the majority of them do not understand, so do not worry about them, because if they were understanding, they would surely show good manners to you and would definitely wait until you came out to them.
Then, when you came out to them, they would speak to you about their matters by lowering their voices.
However, most of them have not yet understood this.

Verily! Those who call you from behind the dwellings, most of them have no sense.

Inna allatheena yunadoonaka min warai alhujurati aktharuhum la yaAAqiloona

Those who shout out to thee from without the inner apartments - most of them lack understanding.

Safi-ur-Rahman al-Mubarakpuri

Verily, those who call you from behind the dwellings, most of them have no sense.
