﴿وَلَوْ شِئْنَا لَآتَيْنَا كُلَّ نَفْسٍ هُدَاهَا وَلَٰكِنْ حَقَّ الْقَوْلُ مِنِّي لَأَمْلَأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ﴾
[ السجدة: 13]
32:13 And if We had willed, We could have given every soul its guidance, but the word from Me will come into effect [that] "I will surely fill Hell with jinn and people all together.

Quran 32:13 Tafsir Al-Jalalayn
God exalted be He says ‘And had We so willed We could have given every soul its means to guidance so that it may be guided through faith and obedience through its own choice but My Word became due and it is that “Verily I shall fill Hell with jinn and mankind together”.
Almuntakhab Fi Tafsir Alquran Alkarim
Had we willed We would have inspired every soul with piety and actuated each and all with the feeling sense of gratitude for Our favours but (knowing beforehand that most of the people -Jinn and mankind- shall counsel deaf to the truth) the decree has been already set forth by Me to fill Hell with both the Jinn and mankind all together

The Bad State in which the Idolators will be on the Day of Resurrection
Allah tells us the state of the idolators on the Day of Resurrection and what they will say when they see the Resurrection and are standing before Allah -- may He be glorified -- humiliated and brought low, with their heads bowed, i.e., in shame.
They will say:
رَبَّنَآ أَبْصَرْنَا وَسَمِعْنَا
( Our Lord! We have now seen and heard, ) meaning, `now we hear what You say and we will obey You.' This is like the Ayah,
أَسْمِعْ بِهِمْ وَأَبْصِرْ يَوْمَ يَأْتُونَنَا
( How clearly will they see and hear, the Day when they will appear before Us! ) ( 19:38 ).
And they will blame themselves when they enter the Fire, and will say:
لَوْ كُنَّا نَسْمَعُ أَوْ نَعْقِلُ مَا كُنَّا فِى أَصْحَـبِ السَّعِيرِ
( "Had we but listened or used our intelligence, we would not have been among the dwellers of the blazing Fire!" ) 67:10 Similarly, here they are described as saying:
رَبَّنَآ أَبْصَرْنَا وَسَمِعْنَا فَارْجِعْنَا
( Our Lord! We have now seen and heard, so send us back ) to the world,
نَعْمَلْ صَـلِحاً إِنَّا مُوقِنُونَ
( that we will do righteous good deeds.
Verily, we now believe with certainty. ) means, `now we are sure and we believe that Your promise is true and that the meeting with You is true.' But the Lord, may He be exalted, knows that if He were to send them back to this world, they would behave as they did previously, and they would reject and disbelieve in the signs of Allah and would go against His Messengers, as He says:
وَلَوْ تَرَى إِذْ وُقِفُواْ عَلَى النَّارِ فَقَالُواْ يلَيْتَنَا نُرَدُّ وَلاَ نُكَذِّبَ بِـَايَـتِ رَبِّنَا
( If you could but see when they will be held over the (Hell ) Fire! They will say: "Would that we were but sent back! Then we would not deny the Ayat of our Lord,") ( 6: 27 ) And Allah says here:
وَلَوْ شِئْنَا لاّتَيْنَا كُلَّ نَفْسٍ هُدَاهَا
( And if We had willed, surely We would have given every person his guidance, ) This is like the Ayah,
وَلَوْ شَآءَ رَبُّكَ لآمَنَ مَن فِى الاٌّرْضِ كُلُّهُمْ جَمِيعًا
( And had your Lord willed, those on earth would have believed, all of them together ) ( 10:99 ).
وَلَـكِنْ حَقَّ الْقَوْلُ مِنْى لاّمْلأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ
( but the Word from Me took effect, that I will fill Hell with Jinn and mankind together. ) i.e., from both classes, so their abode will be Hell and they will have no escape from it and no way out.
We seek refuge with Allah and in His perfect Words from that.
فَذُوقُواْ بِمَا نَسِيتُمْ لِقَآءَ يَوْمِكُمْ هَـذَآ
( Then taste because of your forgetting the meeting of this Day of yours. ) means, it will be said to the people of Hell by way of rebuke: `taste this punishment because you denied it and believed that it would never happen; you tried to forget about it and acted as if you had forgotten it.'
إِنَّا نَسِينَـكُمْ
( Surely, We too will forget you, ) means, `We will deal with you as if We have forgotten you,' but nothing escapes Allah's attention, and He makes the punishment fit the crime, as He says:
الْيَوْمَ نَنسَاكُمْ كَمَا نَسِيتُمْ لِقَآءَ يَوْمِكُمْ هَـذَا
( This Day We will forget you as you forgot the meeting of this Day of yours ) ( 45:34 ).
وَذُوقُـواْ عَذَابَ الْخُلْدِ بِمَا كُنتُمْ تَعْمَلُونَ
( so taste you the abiding torment for what you used to do. ) i.e., because of your disbelief and rejection, as Allah says in another Ayah:
لاَّ يَذُوقُونَ فِيهَا بَرْداً وَلاَ شَرَاباً - إِلاَّ حَمِيماً وَغَسَّاقاً
( Nothing cool shall they taste therein, nor any drink.
Except Hamim, and Ghassaq ) until:
فَلَن نَّزِيدَكُمْ إِلاَّ عَذَاباً
( No increase shall We give you, except in torment ) ( 78:24-30 ).
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(32:13) (They will be told): 'If We had so willed, We could have bestowed guidance on every person. *23 But the Word from Me that I will fill Hell with men and jinn, *24 all together, has been fulfilled.
And if We had willed, We could meaning
*23) That is, " Had it been Our will w give guidance to the people after having made them observe and experience the reality, We would not have brought you here after making you undergo this hard test in the world.
We could have given you such guidance even before.
But We had a different scheme for you from the very beginning.
We wanted to test you by keeping the reality hidden from your eyes and senses in order to see whether you could recognize it by your intellect after perceiving its signs in the universe and in your own selves or not, whether you could take advantage of the help that We provided to you through Our Prophets and Our Books to recognize the reality or not, and whether after knowing the reality you could attain such control over your self or not that you should free yourselves from the service of your desires and lusts and believe in the reality and mend your ways and attitudes accordingly.
You have failed in this test.
Now setting the same test once again will be useless.
If the second test is set in a condition when you remember everything that you have seen and heard here, it will be no test at all.
And if, like before, you arc given re-birth in the world, while you do not remember anything and the reality is kept hidden from you, and you are set the test once again as before the result will not be, any different.

*24) The allusion is to what Allah had said, addressing Satan, at the creation of Adam: In vv.
69-88 of Surah Sad the whole story of that time has been related.
When Satan refused to prostrate himself before Adam and asked for respite till Resurrection in order to seduce mankind, Allah had replied: " The truth is this, and the truth only I speak, that I shall fill Hell with you and all those who follow you from among mankind.
" The word ajma'in ( all together ) here does not mean that alI jinns and all men will be cast into Hell, but it means that the satans and the men who follow them, will be cast into Hell all together.
Tafsir Maarif-ul-Quran Mufti Muhammad Shafi
The Bad State in which the Idolators will be on the Day of Resurrection
Allah tells us the state of the idolators on the Day of Resurrection and what they will say when they see the Resurrection and are standing before Allah -- may He be glorified -- humiliated and brought low, with their heads bowed, i.e., in shame.

( How clearly will they see and hear, the Day when they will appear before Us! ) ( 19:38 ).

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( And if We had so willed, We could have given every soul its guidance ) its God-fearingness, ( but the word from Me concerning evil-doers took effect ) My word decreed ( that I will fill hell with the jinn and mankind together ) with the disbelievers among the jinn and mankind. Had it not been for this, I would have honoured every single soul with knowledge and the confession of Allah’s divine Oneness.

And if We had willed, surely! We would have given every person his guidance, but the Word from Me took effect (about evil-doers), that I will fill Hell with jinn and mankind together.
