54:7 Their eyes humbled, they will emerge from the graves as if they were locusts spreading,

with their downcast khāshi‘an a variant reading has khushsha‘an humiliated looks absāruhum is a circumstantial qualifier referring to the subject of the verb yakhrujūna ‘they will emerge’ they that is mankind will emerge from the graves as though they were scattered locusts not knowing where to go out of fear and perplexity this sentence ka’annahum jarādun muntashirun is a circumstantial qualifier referring to the subject of the verb yakhrujūna ‘they will emerge’ and so is His saying muhti‘īna

Incensed by humiliation reflecting their multiplied wrongs, they will emerge from the graves with downcast eyes in throngs like locusts clustering in myriads

The terrible End the Disbelievers will meet on the Day of Resurrection
Allah the Exalted says, `O Muhammad, turn away from these people who, when they witness a miracle, they deny it and say that this is continuous magic.' Turn away from them and wait until,
يَوْمَ يَدْعُو الدَّاعِ إِلَى شَىْءٍ نُّكُرٍ
( The Day that the caller will call (them ) to a terrible thing.) to the Recompense and the afflictions, horrors and tremendous hardships that it brings forth,
خُشَّعاً أَبْصَـرُهُمْ
( with humbled eyes ), their eyes will be covered with disgrace,
يَخْرُجُونَ مِنَ الاٌّجْدَاثِ كَأَنَّهُمْ جَرَادٌ مُّنتَشِرٌ
( they will come forth from (their ) graves as if they were locusts spread abroad.) They will gather towards the area of Reckoning in such haste and crowds, in response to the caller, as if they were crowds of locusts spreading all about.
Allah said,
مُهْطِعِينَ
( Hastening ) meaing hurriedly,
إِلَى الدَّاعِ
( towards the caller. ) without being able to hesitate or slow down,
يَقُولُ الْكَـفِرُونَ هَـذَا يَوْمٌ عَسِرٌ
( The disbelievers will say: "This is a hard Day." ), meaing, `this is a hard, terrible, horrifying and distressful Day,'
فَذَلِكَ يَوْمَئِذٍ يَوْمٌ عَسِيرٌ - عَلَى الْكَـفِرِينَ غَيْرُ يَسِيرٍ
( Truly, that Day will be a Hard Day -- far from easy for the dis- believers. ) ( 74:9-10 )
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(54:7) with down-cast eyes *8 they shall go forth from their graves, *7 as though they were scattered locusts.
Their eyes humbled, they will emerge from meaning
*7) " Graves " do not signify only those pits in the earth in which a person might have been properly buried, but he would rise up from wherever he had died, or from wherever his dust lay, on the call of the Caller to the plain of Resurrection.
*8) Literally: " Their looks will be downcast.
"This can have several meanings: ( 1 ) That they will appear tenor-stricken; ( 2 ) that they will be reflecting disgrace and humiliation, for as soon as they arise out of their graves they would realize that it was indeed the same second life which they had been denying, for which they had made no preparation, and in which they would have to present themselves before their God as culprits; and ( 3 ) that with awe-struck looks they would be watching the dreadful scenes before them, from which they would not be able to avert their eyes.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( With downcast eyes ) humbled, ( they come forth from the graves ) upon the first blow of the Trumpet ( as they were locusts spread abroad ) He says: they fall on each other like locusts,

They will come forth, with humbled eyes from (their) graves as if they were locusts spread abroad,
