﴿وَتَرَى الْمَلَائِكَةَ حَافِّينَ مِنْ حَوْلِ الْعَرْشِ يُسَبِّحُونَ بِحَمْدِ رَبِّهِمْ ۖ وَقُضِيَ بَيْنَهُم بِالْحَقِّ وَقِيلَ الْحَمْدُ لِلَّهِ رَبِّ الْعَالَمِينَ﴾
[ الزمر: 75]
39:75 And you will see the angels surrounding the Throne, exalting [Allah] with praise of their Lord. And it will be judged between them in truth, and it will be said, "[All] praise to Allah, Lord of the worlds."

Quran 39:75 Tafsir Al-Jalalayn
And you will see the angels encircling hāffīna a circumstantial qualifier all round the Throne from its every side glorifying yusabbihūn is a circumstantial qualifier referring to the person of the participle hāffīn with praise of their Lord continuously proclaiming His praise — in other words saying subhāna’Llāhi wa-bi-hamdih ‘Glory and praise be to God!’ — and judgement will be made between them that is between all creatures with truth in other words with justice so that believers enter Paradise while the disbelievers enter the Fire and it will be said ‘Praise be to God the Lord of the Worlds!’ — the final establishing of both groups in their respective abodes is concluded with this angelic praise.
Almuntakhab Fi Tafsir Alquran Alkarim
And you see the angels standing to attention around the Supreme throne celebrating the praises of Allah and extolling His glorious attributes. And judicial decision has already been given with equity, truth and justice on all matters of fact bearing upon each and all. And to draw to a conclusion shall the material anal the immaterial, the animate and the inanimate sing the praises of Allah and extol His glorious attributes expressing their gratitude in words, thus: We are indeed, grateful to Allah Creator of the worlds and of the whole and of all in all
Quran 39:75 Tafsir Ibn Kathir
وَقُضِىَ بَيْنَهُمْ
( And they will be judged ) meaning, all of creation.
بِالْحَقِّ
( with truth. ) Then He says:
وَقِيلَ الْحَمْدُ لِلَّهِ رَبِّ الْعَـلَمِينَ
( And it will be said, "All the praises and thanks be to Allah, the Lord of all that exits." ) meaning, all of creation, whether animate or inanimate, will speak words of praise to Allah, the Lord of all that exists, for His wisdom and justice.
These words are not attributed to any specific speaker, which indicates that the whole of creation will testify to His praise.
Qatadah said, "Allah began His creation with praise, as He said,
الْحَمْدُ للَّهِ الَّذِى خَلَقَ السَّمَـوَتِ وَالاٌّرْضَ
( All praises and thanks be to Allah, Who created the heavens and the earth ) ( 6:1 ).
and He ended it with praise, as He says:
وَقُضِىَ بَيْنَهُمْ بِالْحَقِّ وَقِيلَ الْحَمْدُ لِلَّهِ رَبِّ الْعَـلَمِينَ
( And they will be judged with truth.
And it will be said, "All the praises and thanks be to Allah, the Lord of all that exists." )."
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(39:75) You shall see the angels surrounding the Throne, glorifying their Lord with His praise, and judgement will have been made among them with fairness, and it will be proclaimed: 'All praise and thanks be to Allah, the Lord of the whole Universe.' *85

Tafsir Maarif-ul-Quran Mufti Muhammad Shafi
وَقُضِىَ بَيْنَهُمْ
( And they will be judged ) meaning, all of creation.
بِالْحَقِّ
( with truth. ) Then He says:
وَقِيلَ الْحَمْدُ لِلَّهِ رَبِّ الْعَـلَمِينَ
( And it will be said, "All the praises and thanks be to Allah, the Lord of all that exits." ) meaning, all of creation, whether animate or inanimate, will speak words of praise to Allah, the Lord of all that exists, for His wisdom and justice.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( And thou (O Muhammad ) seest the angels thronging round the Throne, hymning the praises of their Lord) by the command of Allah. ( And they are judged ) and it is judged between the prophets and their nations ( aright ) with justice. ( And it is said ) to them after the end of reckoning, say: ( Praise be to Allah ) thanks and gratitude belong to Allah, ( the Lord of the Worlds! ) the Master of the jinn and human beings Who separated us apart from our enemies, this is the station of Ha Mim, and He is the Mighty, the Knower’.
Muhammad Taqiud-Din alHilali
And you will see the angels surrounding the Throne (of Allah) from all round, glorifying the praises of their Lord (Allah). And they (all the creatures) will be judged with truth, and it will be said. All the praises and thanks be to Allah, the Lord of the 'Alamin (mankind, jinns and all that exists).
