Quran 9:8 Surah Tawbah ayat 8 Tafsir Ibn Katheer in English
﴿كَيْفَ وَإِن يَظْهَرُوا عَلَيْكُمْ لَا يَرْقُبُوا فِيكُمْ إِلًّا وَلَا ذِمَّةً ۚ يُرْضُونَكُم بِأَفْوَاهِهِمْ وَتَأْبَىٰ قُلُوبُهُمْ وَأَكْثَرُهُمْ فَاسِقُونَ﴾
[ التوبة: 8]
9:8 How [can there be a treaty] while, if they gain dominance over you, they do not observe concerning you any pact of kinship or covenant of protection? They satisfy you with their mouths, but their hearts refuse [compliance], and most of them are defiantly disobedient.

How can they have a pact when if they get the better of you if they have the upper hand over you they do not respect they do not take into consideration any bond kinship or treaty pact with regard to you but will instead harm you as much as they can the conditional sentence ‘if they …’ is also a circumstantial qualifier pleasing you with their tongues with charming words while their hearts refuse to be true to these words; and most of them are wicked violators of pacts.

So conditioned, how can these Pagans impel themselves to the sense of feelings and good disposition toward you people when they entertain evil thoughts of you! If they get an advantage over you and prevail against you they shall reduce you to a useless form disregarding totally the ties of kinship as well as their obligations. They put in words the sweet discourse which gratifies you while their hearts bode ill, and most of them are indeed wicked

Allah encourages the believers to show enmity to the idolators andto dissociate from them, affirming that they do not deserve to enjoy a covenant of peace, because of their Shirk in Allah and disbelief in Allah's Messenger ﷺ.
Allah encourages the believers to show enmity to the idolators and to dissociate from them, affirming that they do not deserve to enjoy a covenant of peace, because of their Shirk in Allah and disbelief in Allah's Messenger ﷺ If these disbelievers have a chance to defeat Muslims, they will cause great mischief, leave nothing unharmed, disregard the ties of kinship and the sanctity of their vows.
`Ali bin Abi Talhah, `Ikrimah and Al-`Awfi narrated that Ibn `Abbas said, "Ill means kinship, while, Dhimmah means covenant." Ad-Dahhak and As-Suddi said similarly.

(9:8) But how can a treaty be regarded as abiding with the other mushriks? Since if they get power over you, they will not respect ties of kindred with you nor honour any treaty obligations. They try to conciliate you with their tongues, while their hearts are averse to their tongues, *10 for most of them are evil-doers. *11
How [can there be a treaty] while, meaning
*10) That is, " Though outwardly they negotiated for peace treaties, they cherished evil intentions in their hearts, and waited for an opportune moment to break them.
And this was borne by later experiences. "
*11) They were evil-doers because they had no sense of moral responsibilities nor did they hesitate to break moral limits.

( How ) this is also said by way of astonishment: how can there be any treaty between you and them ( when, if they have the upper hand of you ) they were to conquer you, ( they regard no pact ) they would have no regard for the ties of kinship relating you ; it is also said: they would have no regard for you in respect of Allah ( nor honour about you? ) because of the treaty between you. ( They satisfy you with their mouths ) with their tongues ( the while their hearts refuse ) while their hearts are averse to it. ( And most of them ) all of them ( are wrong-doers ) breakers of treaties.
Muhammad Taqiud-Din alHilali
How (can there be such a covenant with them) that when you are overpowered by them, they regard not the ties, either of kinship or of covenant with you? With (good words from) their mouths they please you, but their hearts are averse to you, and most of them are Fasiqun (rebellious, disobedient to Allah).
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".
