Verse 8 from surah At-Tawbah

﴿كَيْفَ وَإِن يَظْهَرُوا عَلَيْكُمْ لَا يَرْقُبُوا فِيكُمْ إِلًّا وَلَا ذِمَّةً ۚ يُرْضُونَكُم بِأَفْوَاهِهِمْ وَتَأْبَىٰ قُلُوبُهُمْ وَأَكْثَرُهُمْ فَاسِقُونَ﴾
[ التوبة: 8]

English - Sahih International

9:8 How [can there be a treaty] while, if they gain dominance over you, they do not observe concerning you any pact of kinship or covenant of protection? They satisfy you with their mouths, but their hearts refuse [compliance], and most of them are defiantly disobedient.

Abridged Explanation of the Quran

How can they have a treaty with you and an assurance of protection when they are your enemies? If they gain the upper hand over you they will not be mindful of Allah in relation to you, nor will they respect any relationship or any treaty.
Instead, they will impose the worst punishment on you.
They please you with fancy speech uttered by their tongues, but their hearts do not agree with their tongues.
They will not fulfil what they promise and most of them deviate from following Allah by breaking the treaty.

Muhammad Taqiud-Din alHilali

How (can there be such a covenant with them) that when you are overpowered by them, they regard not the ties, either of kinship or of covenant with you? With (good words from) their mouths they please you, but their hearts are averse to you, and most of them are Fasiqun (rebellious, disobedient to Allah).

Kayfa wain yathharoo AAalaykum la yarquboo feekum illan wala thimmatan yurdoonakum biafwahihim wataba quloobuhum waaktharuhum fasiqoona

Abdullah Yusuf Ali - Translation

How (can there be such a league), seeing that if they get an advantage over you, they respect not in you the ties either of kinship or of covenant? With (fair words from) their mouths they entice you, but their hearts are averse from you; and most of them are rebellious and wicked.

Safi-ur-Rahman al-Mubarakpuri

How When if you are overpowered by them, they regard not the ties, either of kinship, (Ill) or of covenant (Dhimmah) With their mouths they please you, but their hearts are averse to you, and most of them are rebellious.

So conditioned, how can these Pagans impel themselves to the sense of feelings and good disposition toward you people when they entertain evil thoughts of you! If they get an advantage over you and prevail against you they shall reduce you to a useless form disregarding totally the ties of kinship as well as their obligations. They put in words the sweet discourse which gratifies you while their hearts bode ill, and most of them are indeed wicked

(9:8) But how can a treaty be regarded as abiding with the other mushriks? Since if they get power over you, they will not respect ties of kindred with you nor honour any treaty obligations. They try to conciliate you with their tongues, while their hearts are averse to their tongues, *10 for most of them are evil-doers. *11

*10) That is, "Though outwardly they negotiated for peace treaties, they cherished evil intentions in their hearts, and waited for an opportune moment to break them. And this was borne by later experiences."
*11) They were evil-doers because they had no sense of moral responsibilities nor did they hesitate to break moral limits.
