Quran 21:86 Surah Anbiya ayat 86 Tafsir Ibn Katheer in English
﴿وَأَدْخَلْنَاهُمْ فِي رَحْمَتِنَا ۖ إِنَّهُم مِّنَ الصَّالِحِينَ﴾
[ الأنبياء: 86]
21:86 And We admitted them into Our mercy. Indeed, they were of the righteous.

Quran 21:86 Tafsir Al-Jalalayn
And We admitted them into Our mercy through granting them prophethood. Indeed they were among the worthy of it. Dhū’l-Kifl was so called because he undertook takaffala to fast every day and stay up every night in prayer and to pass judgement between people without succumbing to anger and fulfilled this undertaking. It is also said however that he was not a prophet.

We admitted them in the domain of Our mercy, for they were of those characterized by justice and uprightness and were morally right

And ( remember ) Isma'il, Idris and Dhul-Kifl: All were from among the patient ( 85 )And We admitted them to Our mercy.
Verily, they were of the righteous ( 86 )
Isma'il, Idris and Dhul-Kifl
Isma'il was the son of Ibrahim Al-Khalil, peace be upon them both.
He has already been mentioned in Surah Maryam, where mention was also made of Idris.
From the context and the fact that Dhul-Kifl is mentioned alongside Prophets, it appears that he was also a Prophet.
Others say that he was a righteous man, a just king and a fair judge.
Ibn Jarir refrained from making any decisive comment.
And Allah knows best.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( And We brought them in ) We shall enter them in the Hereafter ( unto Our mercy ) to Our Paradise. ( Lo! they are among the righteous ) they were messengers, except for Dhu’l-Kifl who was not a messenger but a righteous man.
Muhammad Taqiud-Din alHilali
And We admitted them to Our Mercy. Verily, they were of the righteous.
