﴿قَالَ كَذَٰلِكَ قَالَ رَبُّكَ هُوَ عَلَيَّ هَيِّنٌ وَقَدْ خَلَقْتُكَ مِن قَبْلُ وَلَمْ تَكُ شَيْئًا﴾
[ مريم: 9]
19:9 [An angel] said, "Thus [it will be]; your Lord says, 'It is easy for Me, for I created you before, while you were nothing.' "

Quran 19:9 Tafsir Al-Jalalayn
He said ‘It the matter in question of creating a boy from both of you shall be so! Your Lord says “It is easy for Me namely to restore your sexual potency and tear open your wife’s womb in preparation for conception for I certainly created you before when you were nothing”’ you were nothing before your created form became manifest. As God wished to manifest this great power He inspired him the form of the question in order for him to receive the response that will indicate it this power. And when his soul yearned for the prompt arrival of that whereof he had been given good tidings

So be it, says Allah, your Creator; this is an easy act actuated upon My swill and I have created you earlier when you were non-existent

His amazement after the acceptance of His Supplication
Zakariyya was amazed when his supplication was answered and he was given the good news of a son.
He became extremely overjoyed and asked how this child would be born to him, and in what manner he would come.
This was particularly amazing because his wife was an old woman who was barren and had not given birth to any children in her entire life.
Even Zakariyya himself had become old and advanced in years, his bones had become feeble and thin, and he had no potent semen or vigor for sexual intercourse.
The Answer of the Angel
قَالَ
( He said: ) That is, the angel, in his response to Zakariyya and his was amazement.
كَذَلِكَ قَالَ رَبُّكَ هُوَ عَلَىَّ هَيِّنٌ
( "Thus says your Lord: `It is easy for Me..."' ) Meaning the birth of the son will be from you and from this wife of yours and not from any other ( woman ).
هَيِّنٌ
( easy ) Meaning, it is simple and easy for Allah to do.
Then he ( the angel ) mentioned to him that which is more amazing than what he was asking about.
The angel said that the Lord said,
وَقَدْ خَلَقْتُكَ مِن قَبْلُ وَلَمْ تَكُ شَيْئاً
( Certainly I have created you before, when you had been nothing! ) This is similar to Allah's statement,
هَلْ أَتَى عَلَى الإِنسَـنِ حِينٌ مِّنَ الدَّهْرِ لَمْ يَكُن شَيْئاً مَّذْكُوراً
( Has there not been over man a period of time, when he was not a thing worth mentioning ) 76:1

(19:9) In answer, it was said, "So shall it be. Your Lord says, `This is easy for Me, even as I created you before this, when you were nothing at all' ." *6
[An angel] said, "Thus [it will be]; meaning
*6) This dialogue is meant to impress that Allah is able to do whatever He wills and can make an impotent man and a barren woman give birth to a child, and likewise a virgin can be made to conceive a child.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( He said ) Gabriel said to him: ( So (it will be )) just as I have told you. ( Thy Lord saith: It is easy for Me ) i.e. his creation is easy for Me, ( even as I created thee ) O Zachariah ( before ) before John, ( when thou wast naught ).
Muhammad Taqiud-Din alHilali
He said: "So (it will be). Your Lord says; It is easy for Me. Certainly I have created you before, when you had been nothing!"
