surah Nahl aya 116 , English translation of the meaning Ayah.
﴿وَلَا تَقُولُوا لِمَا تَصِفُ أَلْسِنَتُكُمُ الْكَذِبَ هَٰذَا حَلَالٌ وَهَٰذَا حَرَامٌ لِّتَفْتَرُوا عَلَى اللَّهِ الْكَذِبَ ۚ إِنَّ الَّذِينَ يَفْتَرُونَ عَلَى اللَّهِ الْكَذِبَ لَا يُفْلِحُونَ﴾
[ النحل: 116]
16:116 And do not say about what your tongues assert of untruth, "This is lawful and this is unlawful," to invent falsehood about Allah. Indeed, those who invent falsehood about Allah will not succeed.
Tafsir Ibn Katheer in EnglishDo not say - O idolaters - about the lies that you say about Allah's laws: This thing is lawful and this thing is unlawful, in order to invent lies and attribute them to Allah with respect to making unlawful what He did not make unlawful, or making lawful what He did not make lawful.
Those who invent lies about Allah will not succeed in attaining their objective and they will not be saved from what they fear.
Muhammad Taqiud-Din alHilali
And say not concerning that which your tongues put forth falsely: "This is lawful and this is forbidden," so as to invent lies against Allah. Verily, those who invent lies against Allah will never prosper.

Wala taqooloo lima tasifu alsinatukumu alkathiba hatha halalun wahatha haramun litaftaroo AAala Allahi alkathiba inna allatheena yaftaroona AAala Allahi alkathiba la yuflihoona
Abdullah Yusuf Ali - Translation
But say not - for any false thing that your tongues may put forth,- "This is lawful, and this is forbidden," so as to ascribe false things to Allah. For those who ascribe false things to Allah, will never prosper.
Safi-ur-Rahman al-Mubarakpuri
And do not describe what your tongues have lied about, saying: "This is lawful and this is forbidden," to invent lies against Allah. Verily, those who invent lies against Allah, will never succeed.

Do not give a speaking tongue to falsehood at the grossness of which common sense revolts. You create taboos for yourselves out of superstition and designate this as lawful and that as forbidden, wherefore you assert what is false and ascribe it to Allah. Those who relate falsehood to Allah or wittingly endeavour by falsification of words to make things seem divine which are not, shall never be graced with prosperity from heaven, nor with success

(16:116) Do not ascribe lies to Allah by decreeing with your tongues, "This is lawful and that is unlawful" *116 for those people who ascribe lies to Allah can never come to any good.

*116) This verse clearly shows that none but Allah has the right to declare a thing to be lawful or unlawful. Or, in other words, the right of making laws exclusively rests with Allah. Therefore, any person, who will dare to decide about the lawful and the unlawful, will transgress his powers. Of course, a person, who acknowledges the Divine law as the final authority, may deduce from it whether a certain thing or action is lawful or unlawful.
The arrogation of the right of determining the lawful and the unlawful has been declared to be a falsehood on Allah for two reasons: (1) Such a person, so to say, claims that what he declares to be lawful or unlawful disregarding the authority of the Divine Book, has been made lawful or unlawful by God or (2) he means to claim that Allah has given up the authority of making lawful and unlawful and has thus left man free to make his own laws for the conduct of life. It is obvious that each of these claims will be a "falsehood" and a false imputation to Allah.

اور یہ جو تمہاری زبانیں جھوٹے احکام لگایا کرتی ہیں کہ یہ چیز حلال ہے اور وہ حرام، تو اس طرح کے حکم لگا کر اللہ پر جھوٹ نہ باندھا کرو جو لوگ اللہ پر جھوٹے افترا باندھتے ہیں وہ ہرگز فلاح نہیں پایا کرتے
