surah Ad Dukhaan aya 13 , English translation of the meaning Ayah.
﴿أَنَّىٰ لَهُمُ الذِّكْرَىٰ وَقَدْ جَاءَهُمْ رَسُولٌ مُّبِينٌ﴾
[ الدخان: 13]
44:13 How will there be for them a reminder [at that time]? And there had come to them a clear Messenger.
Tafsir Ibn Katheer in EnglishHow can they take heed and repent to their Lord now, when a clear Messenger came to them before, and they knew of his truthfulness and honesty?

How can there be for them an admonition (at the time when the torment has reached them), when a Messenger explaining things clearly has already come to them.

Anna lahumu alththikra waqad jaahum rasoolun mubeenun
Abdullah Yusuf Ali - Translation
How shall the message be (effectual) for them, seeing that an Messenger explaining things clearly has (already) come to them,-

But in what way and by what means will they be brought to their senses and keep their promise of submitting to Our Authority with hearts reflecting religious and spiritual virtues once they have been delivered from distress. They have denied Our Messenger who brought them the spirit of truth guiding people into all truth

(44:13) But how will they take heed? Such are they that a Messenger *11 came to them clearly expounding the Truth,

*11) Rasul-i-mubin has two meanings: (1) His being a Messenger is quite evident from his character, his morals and his works; and (2) he has made every effort to make the truth plain and clear.
