surah Kahf aya 45 , English translation of the meaning Ayah.
﴿وَاضْرِبْ لَهُم مَّثَلَ الْحَيَاةِ الدُّنْيَا كَمَاءٍ أَنزَلْنَاهُ مِنَ السَّمَاءِ فَاخْتَلَطَ بِهِ نَبَاتُ الْأَرْضِ فَأَصْبَحَ هَشِيمًا تَذْرُوهُ الرِّيَاحُ ۗ وَكَانَ اللَّهُ عَلَىٰ كُلِّ شَيْءٍ مُّقْتَدِرًا﴾
[ الكهف: 45]
18:45 And present to them the example of the life of this world, [its being] like rain which We send down from the sky, and the vegetation of the earth mingles with it and [then] it becomes dry remnants, scattered by the winds. And Allah is ever, over all things, Perfect in Ability.
Tafsir Ibn Katheer in EnglishStrike - O Messenger - an example for those who are deceived by the world.
In its temporality and fleeting existence it is similar to rain water that I sent down from the sky.
On account of this water the vegetation of the earth grew and ripened.
Then this vegetation is broken down into pieces and the wind carries it away to far-lying places and the earth once again becomes as it was previously.
Allah has full power over all of that.
Nothing is outside His ability.
He gives life to whatever He wishes and causes whatever He wishes to perish.

And put forward to them the example of the life of this world, it is like the water (rain) which We send down from the sky, and the vegetation of the earth mingles with it, and becomes fresh and green. But (later) it becomes dry and broken pieces, which the winds scatter. And Allah is Able to do everything.

Waidrib lahum mathala alhayati alddunya kamain anzalnahu mina alssamai faikhtalata bihi nabatu alardi faasbaha hasheeman tathroohu alrriyahu wakana Allahu AAala kulli shayin muqtadiran
Abdullah Yusuf Ali - Translation
Set forth to them the similitude of the life of this world: It is like the rain which we send down from the skies: the earth's vegetation absorbs it, but soon it becomes dry stubble, which the winds do scatter: it is (only) Allah who prevails over all things.
Safi-ur-Rahman al-Mubarakpuri
And mention the parable of the worldly life: it is like the water which We send down from the sky, and the vegetation of the earth mingles with it, and becomes fresh and green. But (later) it becomes dry and broken pieces, which the winds scatter. And Allah is able to do everything.

Express to them O Muhammad the likeness of life here, it stands similitude exact of a cycle in which a certain round of events or phenomena is completed, thus: We send down rain water from the floor of the vault of heaven; it mingles with the product of the soil which absorbs it and thrives thereby, then it eventually withers and dries up and gets dispersed with the wind, and Allah has always been Qadirun (Omnipotent) capable of doing all things

(18:45) And O Prophet, bring home to them the reality of this worldly life by a parable. It is like the vegetation of the earth that flourished luxuriantly when We sent down rain water from the sky, but afterwards the same vegetation was turned into chaff, which is blown away by the wind: Allah has power over everything. *41
And present to them the example of the life of this world, meaning
*41) "Allah has power over everything": He gives life and also death: He causes the rise and the downfall: It is by His conunand that the seasons change. Therefore, O disbelievers, if you are enjoying prosperity today, you should be under no delusion that this condition will remain for ever. That God, by Whose conunand these things have been bestowed on you, has the power to snatch away all this by another conunand.

اور اے نبیؐ! اِنہیں حیات دنیا کی حقیقت اِس مثال سے سمجھاؤ کہ آج ہم نے آسمان سے پانی برسا دیا تو زمین کی پَود خُوب گھنی ہو گئی، اور کل وہی نباتات بھُس بن کر رہ گئی جسے ہوائیں اڑائے لیے پھرتی ہیں اللہ ہر چیز پر قدرت رکھتا ہے
