surah Saba aya 33 , English translation of the meaning Ayah.
﴿وَقَالَ الَّذِينَ اسْتُضْعِفُوا لِلَّذِينَ اسْتَكْبَرُوا بَلْ مَكْرُ اللَّيْلِ وَالنَّهَارِ إِذْ تَأْمُرُونَنَا أَن نَّكْفُرَ بِاللَّهِ وَنَجْعَلَ لَهُ أَندَادًا ۚ وَأَسَرُّوا النَّدَامَةَ لَمَّا رَأَوُا الْعَذَابَ وَجَعَلْنَا الْأَغْلَالَ فِي أَعْنَاقِ الَّذِينَ كَفَرُوا ۚ هَلْ يُجْزَوْنَ إِلَّا مَا كَانُوا يَعْمَلُونَ﴾
[ سبأ: 33]
34:33 Those who were oppressed will say to those who were arrogant, "Rather, [it was your] conspiracy of night and day when you were ordering us to disbelieve in Allah and attribute to Him equals." But they will [all] confide regret when they see the punishment; and We will put shackles on the necks of those who disbelieved. Will they be recompensed except for what they used to do?
Tafsir Ibn Katheer in EnglishThe followers who were oppressed by their leaders will say to their leaders who were arrogant to the truth: “But your scheming about us night and day stopped us from guidance, when you would order us to disbelieve in Allah and to worship creations besides Him”.
And they will hide the regret over the disbelief they were on in this world when they see the punishment, and they will know they are going to be punished.
And I will put chains on the necks of the disbelievers.
They will not be given this reward except for what they used to do in the world, namely worshipping others besides Allah and committing sins.
Muhammad Taqiud-Din alHilali
Those who were deemed weak will say to those who were arrogant: "Nay, but it was your plotting by night and day, when you ordered us to disbelieve in Allah and set up rivals to Him!" And each of them (parties) will conceal their own regrets (for disobeying Allah during this worldly life), when they behold the torment. And We shall put iron collars round the necks of those who disbelieved. Are they requited aught except what they used to do?

Waqala allatheena istudAAifoo lillatheena istakbaroo bal makru allayli waalnnahari ith tamuroonana an nakfura biAllahi wanajAAala lahu andadan waasarroo alnnadamata lamma raawoo alAAathaba wajaAAalna alaghlala fee aAAnaqi allatheena kafaroo hal yujzawna illa ma kanoo yaAAmaloona
Abdullah Yusuf Ali - Translation
Those who had been despised will say to the arrogant ones: "Nay! it was a plot (of yours) by day and by night: Behold! Ye (constantly) ordered us to be ungrateful to Allah and to attribute equals to Him!" They will declare (their) repentance when they see the Penalty: We shall put yokes on the necks of the Unbelievers: It would only be a requital for their (ill) Deeds.
Safi-ur-Rahman al-Mubarakpuri

وقال الذين استضعفوا للذين استكبروا بل مكر الليل والنهار إذ تأمروننا أن نكفر بالله ونجعل له أندادا وأسروا الندامة لما رأوا العذاب وجعلنا الأغلال في أعناق الذين كفروا هل يجزون إلا ما كانوا يعملون

And there shall the passively-minded say to those who exercised inordinate self-esteem: but you took cunning for a sinister and crooked wisdom and you made its breastplate work day and night and you kept pressing hard upon us for adopting polytheism and you urged us to deny Allah as the only Ilah and to incorporate with Him other deities. Deep in their hearts they will feel their guilt with pining regrets and vain repentances when they see the inescapable punishment. We will fetter and confine the infidels with chains around their necks. Would they be requited but with what is commensurate with their deeds
Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi
(34:33) Those who were suppressed will say to those who waxed arrogant: 'By no means; it was your scheming, night and day, when you would enjoin us to disbelieve in Allah and set up others as equals to Him.' *53 When they are confronted with the chastisement, they will be remorseful in their hearts. We shall put fetters around the necks of the unbelievers. Can people be requited except for their deeds?

Do you also remember what sort of trickeries and deceptions and false propaganda you practised and what efforts you used to make to tempt and entice the people day and night. It is not just that you presented the world before us and we were allured, but this also is a fact that you used to befool us by your frauds and deceptions and each one of you brought a new bait every day to tempt and lure the simple people. "

Those who were oppressed will say to those who were arrogant, "Rather, meaning in Urdu
وہ دبے ہوئے لوگ ان بڑے بننے والوں سے کہیں گے، "نہیں، بلکہ شب و روز کی مکاری تھی جب تم ہم سے کہتے تھے کہ ہم اللہ سے کفر کریں اور دوسروں کو اس کا ہمسر ٹھیرائیں" آخرکار جب یہ لوگ عذاب دیکھیں گے تو اپنے دلوں میں پچھتائیں گے اور ہم اِن منکرین کے گلوں میں طوق ڈال دیں گے کیا لوگوں کو اِس کے سوا اور کوئی بدلہ دیا جا سکتا ہے کہ جیسے اعمال اُن کے تھے ویسی ہی جزا وہ پائیں؟
