surah Al Imran aya 6 , English translation of the meaning Ayah.
﴿هُوَ الَّذِي يُصَوِّرُكُمْ فِي الْأَرْحَامِ كَيْفَ يَشَاءُ ۚ لَا إِلَٰهَ إِلَّا هُوَ الْعَزِيزُ الْحَكِيمُ﴾
[ آل عمران: 6]
3:6 It is He who forms you in the wombs however He wills. There is no deity except Him, the Exalted in Might, the Wise.
Tafsir Ibn Katheer in EnglishHe is the One Who creates you in different forms in the wombs of your mothers, as He wills: as male and female, handsome and ugly, black and white.
There is no one worthy of being worshipped with love and reverence besides Him.
He is Mighty and cannot be overpowered.
He is Wise in His planning and legislation.

Safi-ur-Rahman al-Mubarakpuri

*4). This refers to two important facts. The first is that no being knows human nature as well as God does; it is thus imperative that man should depend on the guidance revealed by God, something man needs the most. The second is that the Being Who takes care of all of man's requirements, major and minor, from the time of conception onwards, will not fail to provide guidance for man's conduct in this life.
