﴿يُسَبِّحُ لِلَّهِ مَا فِي السَّمَاوَاتِ وَمَا فِي الْأَرْضِ ۖ لَهُ الْمُلْكُ وَلَهُ الْحَمْدُ ۖ وَهُوَ عَلَىٰ كُلِّ شَيْءٍ قَدِيرٌ﴾
[ التغابن: 1]
64:1 Whatever is in the heavens and whatever is on the earth is exalting Allah. To Him belongs dominion, and to Him belongs [all] praise, and He is over all things competent.

Quran 64:1 Tafsir Al-Jalalayn
All that is in the heavens and all that is in the earth glorifies God everything proclaims His transcendence the lām of li’Llāhi is extra; mā is used instead of min in order to indicate the predominance of non-rational beings. To Him belongs the Kingdom and to Him belongs all praise and He has power over all things.
Almuntakhab Fi Tafsir Alquran Alkarim
Praise be to Allah and extolled are His glorious attributes is an act of worship by all beings in the heavens and all beings, spiritual, animate and inanimate that are on earth. To Him belongs the absolute sovereignty of the universe and to Him is the gratitude and good will; He is Qadirun (Omnipotent) over all things
Quran 64:1 Tafsir Ibn Kathir
Which was revealed in Al-Madinah or Makkah
بِسْمِ اللَّهِ الرَّحْمَـنِ الرَّحِيمِ
(In the Name of Allah, the Most Gracious, the Most Merciful.
Praising Allah and mentioning His Creation and Knowledge
This is the last Surah among Al-Musabbihat.
We mentioned before that all creatures praise the glory of Allah, their Creator and Owner.
Allah the Exalted said,
لَهُ الْمُلْكُ وَلَهُ الْحَمْدُ
( His is the dominion, and to Him belongs the praise, ) meaning, He is the One Who has control over all creation, the One praised for all He created and decreed.
Allah's statement,
وَهُوَ عَلَى كُلِّ شَىْءٍ قَدِيرٌ
( and He is Able to do all things. ) means that whatever He wills occurs without resistance, and whatever He does not will, never occurs.
Allah said,
هُوَ الَّذِى خَلَقَكُمْ فَمِنكُمْ كَافِرٌ وَمِنكُمْ مُّؤْمِنٌ
( He it is Who created you, then some of you are disbelievers and some of you are believers. ) meaning, Allah created you with these characteristics and He willed that for you.
Therefore, there will be believers and disbelievers.
Surely, Allah is the One Who sees those who deserve guidance and those who deserve misguidance.
He is the Witness over His servant's deeds and He will completely recompense them.
This is why Allah the Exalted said,
وَاللَّهُ بِمَا تَعْمَلُونَ بَصِيرٌ
( And Allah is All-Seer of what you do.
) Allah said,
خَلَقَ السَّمَـوَتِ وَالأَرْضَ بِالْحقِّ
( He has created the heavens and the earth with truth, ) with equity and wisdom,
وَصَوَّرَكُمْ فَأَحْسَنَ صُوَرَكُمْ
( and He shaped you and made good your shapes. ) He made you in the best shapes and forms.
Allah the Exalted said,
يأَيُّهَا الإِنسَـنُ مَا غَرَّكَ بِرَبِّكَ الْكَرِيمِ - الَّذِى خَلَقَكَ فَسَوَّاكَ فَعَدَلَكَ - فِى أَىِّ صُورَةٍ مَّا شَآءَ رَكَّبَكَ
( O man! What has made you careless about your Lord, the most Generous Who created you, fashioned you perfectly and gave you due proportion; in whatever form He willed, He put you together. ) ( 82:6-8 ) And His saying,
اللَّهُ الَّذِى جَعَـلَ لَكُـمُ الاٌّرْضَ قَـرَاراً وَالسَّمَآءَ بِنَـآءً وَصَوَّرَكُـمْ فَأَحْسَنَ صُوَرَكُـمْ وَرَزَقَكُـمْ مِّنَ الطَّيِّبَـتِ
( Allah, it is He Who has made for you the earth as a dwelling place and the sky as a canopy, and has given you shape and made your shapes good (looking ) and has provided you with good things.) ( 40:64 ) and His saying;
وَإِلَيْهِ الْمَصِيرُ
( And to Him is the return. ) means the return and final destination.
Allah then informs of His knowledge of all that there is in the heavens, in the earth and in the souls, He said:
يَعْلَمُ مَا فِى السَّمَـوَتِ وَالاٌّرْضِ وَيَعْلَمُ مَا تُسِرُّونَ وَمَا تُعْلِنُونَ وَاللَّهُ عَلِيمُ بِذَاتِ الصُّدُورِ
( He knows what is in the heavens and on earth, and He knows what you conceal and what you reveal.
And Allah is the All-Knower of what is in the breasts. )
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(64:1) All that is in the heavens and all that is in the earth extols Allah's glory. *1 His is the sovereignty *2 and to Him is all praise due; *3 He has power over everything. *4

A study of the following theme by itself shows why the discourse has ban begun with this sentence.
What has been stated below about the Universe and Man is that AIIah alone is their Creator, Master, Ruler, and He has not made this universe without purpose and wisdom, that Man has not been created and left irresponsible, so that he may act as he may please, and there should be nobody to call him to account, and that the Ruler of this universe is not a care-free and ignorant king so that he may have no knowledge of what is happening in his kingdom.
The best introduction to this theme could be the same as has been couched in this brief sentence.
In view of the context, the introduction means: In whichever direction you may turn your gaze, from the earth to the limitless vastnesses of the heavens, you will clearly see that everything from a particle to the great galaxies not only testifies to the existence of God but also bears evidence that its God is free from every defcet.
every weakness and error.
Had them been the least probability of a defect or fault, weakness or deficiency, in His essence and attributes, in His acts and decrees, this perfect and wise system could not have come into being at aII, nor continue to function so consistently and immutably from eternity to eternity.
*2) That is, " The Kingdom of the universe solely belongs to Him.
He has not just created it and Ieft it alone after giving it the initial push, but He alone is actually ruling over it every moment.
No one else has any role or share whatever in this rule and sovereignty.
If others possess temporarily and on a limited scale some powers of ownership or rule somewhere in the universe, these are not their personal powers, which they might have acquired by virtue of their own power, but these have been granted to them by Allah.
They possess these powers as long as Allah wills, and they can be withdrawn as and when He so desires. "
*3) In other words; He alone is worthy of all praise.
Whatever other being has any praiseworthy quality, it has ban granted by Allah.
And if hamd ( praise ) be taken in the sense of shukr ( thankfulness ), the meaning would be: In reality Allah alone is worthy of being thanked, for all.
good things in the world have been created by Him, and He alone is the teal Benefactor of aII kinds of creation.
When we thank another being for favour, we thank it for the reason that Allah conveyed His blessing thought it or him to us, otherwise neither the being itself is the creator of the blessing nor could it convey the blessing to you without Allah's permission and help.
*4) That is, "He is the possessor of absolute power: He can do whatever.
He wills, there is no power to restrain or limit His Omnipotence.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
And from his narration on the authority of Ibn ’Abbas that he said concerning the interpretation of Allah’s saying ( All that is in the heavens and all that is in the earth glorifieth Allah ): ’( All that is in the heavens ) of creatures ( and all that is in the earth ) of creatures and living things ( glorifieth Allah ) pray to Allah; and it is also said this means: remember Allah; ( unto Him belongeth sovereignty ) perpetual sovereignty which never vanishes ( and unto Him belongeth praise ) thanks and gratitude are due to Him from the dwellers of the heavens and the earth; and it is also said this means: thanks and gratitude are due to Him from the people of the life of the world as well as from the people of the Hereafter, ( and He is Able to do all things ) relating to the matters of the life of the world and the matters of the Hereafter, and to the adornment of the dwellers of the heavens and the dwellers of the earth.

Whatsoever is in the heavens and whatsoever is on the earth glorifies Allah. His is the dominion, and to Him belong all the praises and thanks, and He is Able to do all things.
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".
