Quran 2:210 Surah Baqarah ayat 210 Tafsir Ibn Katheer in English
﴿هَلْ يَنظُرُونَ إِلَّا أَن يَأْتِيَهُمُ اللَّهُ فِي ظُلَلٍ مِّنَ الْغَمَامِ وَالْمَلَائِكَةُ وَقُضِيَ الْأَمْرُ ۚ وَإِلَى اللَّهِ تُرْجَعُ الْأُمُورُ﴾
[ البقرة: 210]
2:210 Do they await but that Allah should come to them in covers of clouds and the angels [as well] and the matter is [then] decided? And to Allah [all] matters are returned.

Quran 2:210 Tafsir Al-Jalalayn
What do they those that fail to enter into it sc. Islam completely wait for await that God shall come to them that is His Command; this is similar to where God says or that God’s command should come to pass Q. 1633 meaning His chastisement in the shadows zulal plural of zulla of clouds and the angels? The matter is determined the matter of their destruction has been completed and to God all matters are returned in the Hereafter where He will requite each according to his deeds read passive turja‘u al-umūr ‘matters are returned’ or active tarji‘u al-umūr ‘matters return’.
Almuntakhab Fi Tafsir Alquran Alkarim
Do the unbelievers intend to wait until they distinctly perceive Allah and His angels descending, shaded under a canopy of clouds before they would conform to His blessed will? But when this matter comes to pass, the final Judgement will have been pronounced. To Him, the Ultimate Authority, all affairs, considered for decision, are submitted and executed here and in the Hereafter

Do not delay embracing the Faith
هَلْ يَنظُرُونَ إِلاَّ أَن يَأْتِيَهُمُ اللَّهُ فِي ظُلَلٍ مِّنَ الْغَمَامِ وَالْمَلَـئِكَةُ
( Do they then wait for anything other than that Allah should come to them over the shadows of the clouds and the angels ) on the Day of Resurrection to judge the early and the latter creations.
Allah shall then reward each according to his or her deeds; and whoever does good shall see it, and whoever does evil shall see it.
This is why Allah said:
وَقُضِىَ الأَمْرُ وَإِلَى اللَّهِ تُرْجَعُ الأُمُورُ
( (Then ) the case would be already judged.
And to Allah return all matters ( for decision ).)
Similarly, Allah said:
كَلاَّ إِذَا دُكَّتِ الاٌّرْضُ دَكّاً دَكّاً - وَجَآءَ رَبُّكَ وَالْمَلَكُ صَفّاً صَفّاً - وَجِىءَ يَوْمَئِذٍ بِجَهَنَّمَ يَوْمَئِذٍ يَتَذَكَّرُ الإِنسَـنُ وَأَنَّى لَهُ الذِّكْرَى
( Nay! When the earth is ground to powder.
And your Lord comes with the angels in rows.
And Hell will be brought near that Day.
On that Day will man remember, but how will that remembrance (then ) avail him) ( 89:21-23 ) and:
هَلْ يَنظُرُونَ إِلاَ أَن تَأْتِيهُمُ الْمَلَـئِكَةُ أَوْ يَأْتِىَ رَبُّكَ أَوْ يَأْتِىَ بَعْضُ ءَايَـتِ رَبِّكَ
( Do they then wait for anything other than that the angels should come to them, or that your Lord (Allah ) should come, or that some of the signs of your Lord should come ( i.
e., portents of the Hour, e.g., rising of the sun from the west )!) ( 6:158 )
Abu Ja`far Razi reported that Abu Al-`Aliyah narrated that:
هَلْ يَنظُرُونَ إِلاَّ أَن يَأْتِيَهُمُ اللَّهُ فِي ظُلَلٍ مِّنَ الْغَمَامِ وَالْمَلَـئِكَةُ
( Do they then wait for anything other than that Allah should come to them over the shadows of the clouds and the angels ) means, the angels will descend on the shadows of clouds, while Allah comes as He wills.
Some of the reciters read it,
هَلْ يَنظُرُونَ إِلاَّ أَن يَأْتِيَهُمُ اللَّهُوَالْمَلَـئِكَةُفِي ظُلَلٍ مِّنَ الْغَمَامِ
Do they then wait for anything other than that Allah should come to them and also the angels over the shadows of the clouds.
This is similar to Allah's other statement:
وَيَوْمَ تَشَقَّقُ السَّمَآءُ بِالْغَمَـمِ وَنُزِّلَ الْمَلَـئِكَةُ تَنزِيلاً
( And (remember ) the Day when the heaven shall be rent asunder with clouds, and the angels will be sent down, with a grand descending.) ( 25:25 )
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(2:210) (If people do not follow the right way even after receiving such clear admonitions), do they await that Allah Himself should come down to them in the canopies of clouds with a retinue of angels, and seal their doom *228 Ultimately every thing shall be presented before Allah (for judgement).

These words are indicative of an important fact.
Man's test lies in showing whether he accepts reality even though he cannot perceive it directly through his senses; and whether, after having accepted it, he has the required moral stamina to obey God even though he is endowed with the capacity to disobey Him.
In sending the Prophets, in revealing the Scriptures, indeed, even in performing miracles, God has always taken care to leave scope for testing man's power of judgement and his moral stamina.
He has never disclosed reality to such a degree that man would be inevitably compelled to accept it.
For if that were done, nothing would remain to be tested and the very idea of man's success or failure would be meaningless.
It is pointed out, therefore, that people should not keep waiting for God and the angels - the devoted servants of His realm - to appear before them.
If that were to happen, it would mark the end of everything and there would be no occasion left for man to decide anything.
To believe and to bow in submission and obedience to God are of value only so long as the reality is presented in such a way as to make its rejection possible.
For, if the Truth were to be fully disclosed and if men were to see with their own eyes God on His Throne of Majesty with the entire universe acting according to His command, what would be the worth of their faith and obedience? If all these things were physically observable not even the most stubborn unbelievers and the worst sinners would dare either to disbelieve or disobey.
Acceptance of faith and obedience has value only as long as there remains a veil over reality.
The moment when reality is totally unveiled would mark the end of the period granted to man to decide, and of the testing period for him.
It would, in fact, be the Day of Judgement.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( Wait they ) the people of Mecca ( for nothing else than that Allah should come unto them ) on the Day of Judgement, but this coming is without any modality ( bila-kayfa ) ( in the shadows of the clouds with the angels? Then the case would be already judged ) the people of Paradise would already be in Paradise and the people of hell in hell. ( All cases go back to Allah ) the consequences of all things go back to Allah in the Hereafter.
