﴿وَمَن كَفَرَ فَلَا يَحْزُنكَ كُفْرُهُ ۚ إِلَيْنَا مَرْجِعُهُمْ فَنُنَبِّئُهُم بِمَا عَمِلُوا ۚ إِنَّ اللَّهَ عَلِيمٌ بِذَاتِ الصُّدُورِ﴾
[ لقمان: 23]
31:23 And whoever has disbelieved - let not his disbelief grieve you. To Us is their return, and We will inform them of what they did. Indeed, Allah is Knowing of that within the breasts.

Quran 31:23 Tafsir Al-Jalalayn
And whoever disbelieves then do not let his disbelief grieve you O Muhammad (s) do not be concerned with his disbelief. To Us shall be their return and We shall inform them of what they did. Truly God knows best what is in the breasts just as He knows other things and so He will requite them accordingly.
Almuntakhab Fi Tafsir Alquran Alkarim
And he who denies Allah O Muhammad and disobeys His statutes shall have much to answer for; let not his infidelity affect you with grief and deep sorrow. To Us shall they return when We inform them of all that they had done and/or left undone. Allah is indeed Alimun (Omniscient) of all private thoughts and feelings that are reposited in the bosoms
Quran 31:23 Tafsir Ibn Kathir
وَهُوَ مُحْسِنٌ
( while he is a Muhsin ) i.e., doing what his Lord has commanded and abstaining from what He has forbidden,
فَقَدِ اسْتَمْسَكَ بِالْعُرْوَةِ الْوُثْقَى
( then he has grasped the most trustworthy handhold. ) means, he has received a firm promise from Allah that He will not punish him.
وَإِلَى اللَّهِ عَـقِبَةُ الاٌّمُورِوَمَن كَفَرَ فَلاَ يَحْزُنكَ كُفْرُهُ
( And to Allah return all matters for decision.
And whoever disbelieves, let not his disbelief grieve you. ) means, `do not grieve over them, O Muhammad, because they disbelieve in Allah and in the Message you have brought, for their return will be to Allah and He will tell them what they used to do,' i.e., He will punish them for it.
إِنَّ اللَّهَ عَلِيمٌ بِذَاتِ الصُّدُورِ
( Verily, Allah is the All-Knower of what is in the breasts. ) and nothing whatsoever is hidden from Him.
Then Allah says:
نُمَتِّعُهُمْ قَلِيلاً
( We let them enjoy for a little while, ) means, in this world,
ثُمَّ نَضْطَرُّهُمْ
( then in the end We shall oblige them ) means, `We shall cause them,'
إِلَى عَذَابٍ غَلِيظٍ
( to (enter ) a great torment.) means, a torment that is terrifying and difficult to bear.
This is like the Ayah,
قُلْ إِنَّ الَّذِينَ يَفْتَرُونَ عَلَى اللَّهِ الْكَذِبَ لاَ يُفْلِحُونَ - مَتَـعٌ فِى الدُّنْيَا ثُمَّ إِلَيْنَا مَرْجِعُهُمْ ثُمَّ نُذِيقُهُمُ الْعَذَابَ الشَّدِيدَ بِمَا كَانُواْ يَكْفُرُونَ
( "Verily, those who invent a lie against Allah, will never be successful." Enjoyment in this world! and then unto Us will be their return, then We shall make them taste the severest torment because they used to disbelieve. ) ( 10:69-70 )
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(31:23) So let the unbelief of the unbeliever not grieve you. *43 To Us is their return and then We shall inform them of all that they did. Surely Allah knows well even the secrets that are hidden in the breasts (of people).
And whoever has disbelieved - let not meaning
*43) This means to say, " O Prophet, the one who refuses to listen to you, thinks that by rejecting Islam and insisting on unbelief he has harmed you, but in fact he has not harmed you but harmed only himself.
If he does not listen to you, you need not bother yourself about him at all.
"
Tafsir Maarif-ul-Quran Mufti Muhammad Shafi
وَهُوَ مُحْسِنٌ

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( And whosoever disbelieveth ) in Allah, whether it is from the Quraysh or others, ( let not his disbelief ) his destruction in his state of disbelief ( afflict thee ) O Muhammad. ( Unto Us is their return ) after they die, ( and We shall tell them what they did ) in their state of disbelief in the life of this world. ( Lo! Allah is Aware of what is in the breasts (of men )) whether it is good or evil.
Muhammad Taqiud-Din alHilali
And whoever disbelieved, let not his disbelief grieve you (O Muhammad SAW),. to Us is their return, and We shall inform them what they have done. Verily, Allah is the All-Knower of what is in the breasts (of men).
