﴿وَمِنْ آيَاتِهِ يُرِيكُمُ الْبَرْقَ خَوْفًا وَطَمَعًا وَيُنَزِّلُ مِنَ السَّمَاءِ مَاءً فَيُحْيِي بِهِ الْأَرْضَ بَعْدَ مَوْتِهَا ۚ إِنَّ فِي ذَٰلِكَ لَآيَاتٍ لِّقَوْمٍ يَعْقِلُونَ﴾
[ الروم: 24]
30:24 And of His signs is [that] He shows you the lightning [causing] fear and aspiration, and He sends down rain from the sky by which He brings to life the earth after its lifelessness. Indeed in that are signs for a people who use reason.

Quran 30:24 Tafsir Al-Jalalayn
And of His signs is His showing you lightning to arouse fear in the traveller of storms and hope in the one not travelling of the coming of the rain; and He sends down water from the heaven and with it He revives the earth after it has died that is after it has dried out so that it produces vegetation once again. Surely in that mentioned there are signs for people who understand a people who reflect.
Almuntakhab Fi Tafsir Alquran Alkarim
And among His marvels is that He exhibits to view lightening or the electrical discharges between groups of clouds and between the clouds and the ground -mountains- which actuate you with the feeling of fear -might bring you suffering, strike you dead or engender a cyclonic storm and with the feeling of hope- of rainfalls to revive the land which has been pined with drought- And from the floor of the vault of heaven He sends water reviving the earth after it had suffered death. All precepts concerning Allahs Omnipotence and Authority are in effect comprehended in these signs by those who exercise sound judgment and have the ability to perceive and adopt the best means for accomplishing an end and who are characterized by good sense and prudence
Quran 30:24 Tafsir Ibn Kathir
وَمِنْ ءَايَـتِهِ
( And among His signs ) which speak of His greatness,
يُرِيكُمُ الْبَرْقَ خَوْفاً وَطَمَعاً
( He shows you the lightning, for fear and for hope, ) Sometimes you fear the heavy rain and destructive thunderbolts that follow it, and sometimes you feel hope, when you see a flash of lightning, that much-needed rain will come.
Allah says:
وَيُنَزِّلُ مِنَ السَّمَآءِ مَآءً فَيُحْىِ بِهِ الاٌّرْضَ بَعْدَ مَوْتِهَا
( and He sends down water from the sky, and therewith revives the earth after its death. ) After it was barren, with nothing growing there, then the water comes to it and
اهْتَزَّتْ وَرَبَتْ وَأَنبَتَتْ مِن كُلِّ زَوْجٍ بَهِيجٍ
( it is stirred, and it swells and puts forth every lovely kind (of growth ).) ( 22:5 ).
In this is a clear sign and proof of the resurrection and the coming of the Hour.
Allah says:
إِنَّ فِى ذلِكَ لآيَـتٍ لِّقَوْمٍ يَعْقِلُونَ
( Verily, in that are indeed signs for a people who understand. ) Then Allah says:
وَمِنْ ءَايَـتِهِ أَن تَقُومَ السَّمَآءُ وَالاٌّرْضُ بِأَمْرِهِ
( And among His signs is that the heaven and the earth stand by His command. ) This is like the Ayat:
وَيُمْسِكُ السَّمَآءَ أَن تَقَعَ عَلَى الاٌّرْضِ إِلاَّ بِإِذْنِهِ
( He withholds the heaven from falling on the earth except by His leave ) ( 22: 65 ).
إِنَّ اللَّهَ يُمْسِكُ السَّمَـوَتِ وَالاٌّرْضَ أَن تَزُولاَ
( Verily, Allah grasps the heavens and the earth lest they should move away from their places ) ( 35:41 ).
Whenever `Umar bin Al-Khattab, may Allah be pleased with him, swore an emphatic oath, he would say, "No, by the One by Whose command the heaven and the earth stand," i.e., they stand firm by His command to them and His subjugation of them.
Then, when the Day of Resurrection comes, the Day when the earth will be exchanged with another earth and the dead will come forth from their graves, brought back to life by His command and His call to them,
ثُمَّ إِذَا دَعَاكُمْ دَعْوَةً مِّنَ الاٌّرْضِ إِذَآ أَنتُمْ تَخْرُجُونَ
( Then afterwards when He will call you by a single call, behold, you will come out from the earth. ) This is like the Ayat:
يَوْمَ يَدْعُوكُمْ فَتَسْتَجِيبُونَ بِحَمْدِهِ وَتَظُنُّونَ إِن لَّبِثْتُمْ إِلاَّ قَلِيلاً
( On the Day when He will call you, and you will answer with His praise and obedience, and you will think that you have stayed but a little while! ) ( 17:52 )
فَإِنَّمَا هِىَ زَجْرَةٌ وَحِدَةٌ - فَإِذَا هُم بِالسَّاهِرَةِ
( But it will be only a single Zajrah.
When behold, they find themselves on the surface of the earth alive after their death.
) ( 79:13-14 ), and
إِن كَانَتْ إِلاَّ صَيْحَةً وَحِدَةً فَإِذَا هُمْ جَمِيعٌ لَّدَيْنَا مُحْضَرُونَ
( It will be but a single Sayhah, so behold they will all be brought up before Us! ) ( 36:53 ).
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(30:24) And of His Signs is that He shows you lightning, arousing both fear and hope, *34 and sends down water from the sky and revives the earth after it is dead. *35 Indeed there are Signs in this for those who use their reason.
And of His signs is [that] He meaning
*34) That is, " Its thunder and lightning give hope that rain will come and help the crops, but at the same time they cause a fear that the lightning may strike somewhere, or heavy rain may fall, which may wash away everything. "
*35) This thing, on the one hand, points to the life hereafter, and on the other, proves that God exists, and there is One God alone, Who is controlling the earth and the heavens.
innumerable creatures of the earth live on the products that come out from the earth.
These products depend on the productivity of the earth.
The productivity depends on the rain, whether it directly falls on the earth, or its water gathers together on the surface of the earth, or takes the form of underground water channels or springs or wells, or freezes on the mountains and then flows down in the form of rivers.
Then the rain depends on the heat of the sun, the change of seasons, atmospheric changes in temperature, circulation of the winds, and on the lightning, which causes the rain to fall as well as mixes a kind of natural manure in the rainwater.
The establishment of a harmony and proportion between different things existing from the earth to the sky, their becoming favourable and subservient to a variety of aims and objects, and their remaining continuously and constantly favourable in perfect harmony for millions of million years cannot be the product of mere chance.
Has it all happened without the all-embracing will and plan and wisdom of a Fashioner and Designer? And is it not a proof of the fact that the Creator and Lord of the earth, the sun, the water, the heat and coolness is One and only One?
Tafsir Maarif-ul-Quran Mufti Muhammad Shafi
وَمِنْ ءَايَـتِهِ
( And among His signs ) which speak of His greatness,

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( And of His signs ) and of the signs of His divine Oneness and power ( is this: He showeth you the lightning ) in the sky ( for a fear ) to the traveller lest the rain comes down and soak his clothes ( and for a hope ) for the settler lest it waters his fields, ( and sendeth down water ) rain ( from the sky, and thereby ) and by means of the rain ( quickeneth the earth after her death ) after drying up and being exposed to drought. ( Lo! Herein ) in what I mentioned about the rain ( indeed are portents ) signs and lessons ( for folk who understand ) for people who believe that it is from Allah.

And among His Signs is that He shows you the lightning, by way of fear and hope, and He sends down water (rain) from the sky, and therewith revives the earth after its death. Verily, in that are indeed signs for a people who understand.
