Surah Rum ayat 27 Tafsir Ibn Kathir - English Translation of the Meanings , Tafheem-ul-Quran by Syed Abu-al-A'la Maududi & English - Sahih International : surah Rum aya 27 in arabic text(Rome - Byzantium).
  
   

﴿وَهُوَ الَّذِي يَبْدَأُ الْخَلْقَ ثُمَّ يُعِيدُهُ وَهُوَ أَهْوَنُ عَلَيْهِ ۚ وَلَهُ الْمَثَلُ الْأَعْلَىٰ فِي السَّمَاوَاتِ وَالْأَرْضِ ۚ وَهُوَ الْعَزِيزُ الْحَكِيمُ﴾
[ الروم: 27]

English - Sahih International

30:27 And it is He who begins creation; then He repeats it, and that is [even] easier for Him. To Him belongs the highest attribute in the heavens and earth. And He is the Exalted in Might, the Wise.

Quran 30:27 Tafsir Al-Jalalayn


And He it is Who initiates the creation of mankind then brings it back after their destruction and that is even easier for Him than the initiation — from the perspective of those addressed for whom to repeat something is easier than doing it for the first time — otherwise in God’s case exalted be He both are just as easy. His is the loftiest description in the heavens and the earth the most sublime attribute namely that ‘there is no god except God’. And He is the Mighty in His kingdom the Wise in His creation.


Almuntakhab Fi Tafsir Alquran Alkarim


And it is He Who begins creation and reproduce it and creates and recreates, a process that is indeed quite easy for Him to do -all it takes is Be and it is- Idealism, subjective and objective is exclusively an attribute of His, for nothing is like unto Him in the heavens and on earth, and He is the AL-Aziz and AL-Hakim (the Source of wisdom and wise mysterious dispensations)

Quran 30:27 Tafsir Ibn Kathir


وَلَهُ مَن فِى السَّمَـوَتِ وَالاٌّرْضِ ( To Him belongs whatever is in the heavens and the earth. ) means, He owns it and it is enslaved to Him. كُلٌّ لَّهُ قَـنِتُونَ ( All are obedient to Him. ) they are humble before Him and submit to Him, whether willingly or unwillingly. Repeating the Creation is easier for Allah Allah's saying: وَهُوَ الَّذِى يَبْدَأُ الْخَلْقَ ثُمَّ يُعِيدُهُ وَهُوَ أَهْوَنُ عَلَيْهِ ( And He it is Who originates the creation, then He will repeat it; and this is easier for Him. ) Ibn Abi Talhah reported that Ibn `Abbas said, "This means it is easier for Him." Mujahid said: "Repeating it is easier for Him than originating it, and originating it is easy for Him." This was also the view of `Ikrimah and others.
Al-Bukhari recorded that Abu Hurayrah, may Allah be pleased with him, said that the Prophet said:
«قَالَ اللهُ: كَذَّبَنِي ابْنُ آدَمَ وَلَمْ يَكُنْ لَهُ ذَلِكَ، وَشَتَمَنِي وَلَمْ يَكُنْ لَهُ ذَلِكَ، فَأَمَّا تَكْذِيبُهُ إِيَّايَ فَقَوْلُهُ: لَنْ يُعِيدَنِي كَمَا بَدَأَنِي وَلَيْسَ أَوَّلُ الْخَلْقِ بِأَهْوَنَ عَلَيَّ مِنْ إِعَادَتِهِ، وَأَمَّا شَتْمُهُ إِيَّايَ فَقَوْلُهُ: اتَّخَذَ اللهُ وَلَدًا، وَأَنَا الْأَحَدُ الصَّمَدُ الَّذِي لَمْ يَلِدْ وَلَمْ يُولَدْ وَلَمْ يَكُنْ لَهُ كُفُوًا أَحَد»
( Allah says; "The son of Adam denied Me, and he had no right to do so.
And he reviled Me, and he had no right to do so.
As for his denying Me, it is his saying: `He will not remake me as He originated me' -- while originating the creation is not easier for Me than re-creating him.
As for his reviling Me, it is his saying: `Allah has taken to Himself a son,' while I am the One, the Self-Sufficient Master; I beget not, nor was I begotten, and there is none comparable to Me." )
This was recorded only by Al-Bukhari. وَلَهُ الْمَثَلُ الأَعْلَى فِى السَّمَـوَتِ وَالاٌّرْضِ ( His is the highest description in the heavens and in the earth.
)
`Ali bin Abi Talhah reported Ibn `Abbas said, "This is like the Ayah: لَيْسَ كَمِثْلِهِ شَىْءٌ ( There is nothing like Him ) ( 42:11 )." Qatadah said: "His description is La ilaha illallah, and there is no Lord but He."

Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi

(30:27) It is He Who creates in the first instance and it is He Who will repeat the creation, and that is easier for Him. *38 His is the loftiest attribute in the heavens and the earth. He is the Most Mighty, the Most Wise.

And it is He who begins creation; meaning

*38) That is, "If it was not difficult for Him to create you in the first instance, how can it be difficult for Him to re-create you? Your first creation was not difficult for Him because your present existence is a living proof of that.
Now it is simple commonsense that the re-making of a thing should be relatively easier for the one who trade it for the first time .

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs


( He it is Who produceth creation ) from a sperm drop, ( then reproduceth it ) revives the person on the Day of Judgement ( and it is easier for Him ) bringing people to life after they die is as easy for Him and creating them in the first place. ( His is the Sublime Similitude in the heavens and in the earth ) He says: He has the most sublime attribute in His power over the dwellers of the heavens and the earth. ( He is the Mighty ) in His kingdom and dominion, ( the Wise ) in His command and decree.


Muhammad Taqiud-Din alHilali

And He it is Who originates the creation, then will repeat it (after it has been perished), and this is easier for Him. His is the highest description (i.e. none has the right to be worshipped but He, and there is nothing comparable unto Him) in the heavens and in the earth. And He is the All-Mighty, the All-Wise.
