﴿هُوَ الَّذِي جَعَلَكُمْ خَلَائِفَ فِي الْأَرْضِ ۚ فَمَن كَفَرَ فَعَلَيْهِ كُفْرُهُ ۖ وَلَا يَزِيدُ الْكَافِرِينَ كُفْرُهُمْ عِندَ رَبِّهِمْ إِلَّا مَقْتًا ۖ وَلَا يَزِيدُ الْكَافِرِينَ كُفْرُهُمْ إِلَّا خَسَارًا﴾
[ فاطر: 39]
35:39 It is He who has made you successors upon the earth. And whoever disbelieves - upon him will be [the consequence of] his disbelief. And the disbelief of the disbelievers does not increase them in the sight of their Lord except in hatred; and the disbelief of the disbelievers does not increase them except in loss.

Quran 35:39 Tafsir Al-Jalalayn
It is He Who made you successors in the earth khalā’if ‘successors’ is the plural of khalīfa in other words one succeeding the other. So whoever disbelieves of you his disbelief will be to his own detriment that is the evil consequences of his disbelief will be so. And their disbelief does not increase the disbelievers with their Lord in anything except disfavour wrath. And their disbelief does not increase the disbelievers in anything except loss of the reward of the Hereafter.
Almuntakhab Fi Tafsir Alquran Alkarim
He is it Who has inducted you vicegerents on earth and made one generation inherit the other. Therefore, he who rejects the truth and denies the divine origin of the message will have hurt himself with his infidelity and nothing infidelity adds to the infidels debit in heavens realm but hatred and aversions And nothing infidelity adds to their fate but loss and ruin and moral and spiritual damnation
Quran 35:39 Tafsir Ibn Kathir
هُوَ الَّذِى جَعَلَكُمْ خَلَـئِفَ فِى الاٌّرْضِ
( He it is Who has made you successors generations after generations in the earth, ) meaning, all people succeed one another, generation after generation.
This is like the Ayah:
وَيَجْعَلُكُمْ حُلَفَآءَ الاٌّرْضِ
( and makes you inheritors of the earth, generations after generations ) ( 27:62 ).
فَمَن كَفَرَ فَعَلَيْهِ كُفْرُهُ
( so whosoever disbelieves, on him will be his disbelief. ) means, he and no one else will have to bear the consequences of that.
وَلاَ يَزِيدُ الْكَـفِرِينَ كُفْرُهُمْ عِندَ رَبِّهِمْ إِلاَّ مَقْتاً
( And the disbelief of the disbelievers adds nothing but hatred of their Lord. ) means, the longer they persist in their disbelief, the more Allah hates them, and the longer they persist in it, the more they and their families will lose on the Day of Resurrection.
This is in contrast to the believers, for the longer they live and do good deeds, the higher their status in Paradise will be, the greater their reward, and the more beloved they will be to their Creator.
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(35:39) It is He Who made you vicegerents in the earth. *64 So whoever disbelieves will bear the burden of his unbelief. *65 The unbelievers' unbelief adds nothing but Allah's wrath against them. The unbelievers' unbelief adds nothing but their own loss.
It is He who has made you meaning
*64) This can have two meanings: ( 1 ) " Now He has settled you on His earth after the passing away of the previous generations and nations; " and ( 2 ) " the powers and authority that He has given you over different things in the earth are not meant to make you the owners of these things but are meant to enable you to function as the representatives of their real Owner.

*65) If the previous sentence is taken to mean that you have been made successors to the previous nations, this sentence would mean this: " The one who did not learn any lesson from the fate of the previous nations and adopted the conduct of disbelief due to which those nations have gone to their doom, will himself see the evil end of his folly. " And if the sentence is taken to mean this that Allah has delegated to you powers and authority as His vicegerents in the earth, this sentence would mean: `He who forgot this position of vicegerency and became independent, or he who adopted service of someone else, apart from his real Master, would see the evil end of his rebellious conduct himself."
Tafsir Maarif-ul-Quran Mufti Muhammad Shafi
هُوَ الَّذِى جَعَلَكُمْ خَلَـئِفَ فِى الاٌّرْضِ
( He it is Who has made you successors generations after generations in the earth, ) meaning, all people succeed one another, generation after generation.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( He it is Who hath made you ) O community of Muhammad ( pbuh ) ( regents in the earth ) dwellers in the earth after the destruction of past nations; ( so he who disbelieveth ) in Allah, ( his disbelief be on his own head ) the punishment of his disbelief is against his own soul. ( Their disbelief increaseth for the disbelievers ) in Muhammad ( pbuh ) and in the Qur’an, ( in their Lord’s sight ) in the Hereafter, ( naught save abhorrence ) nothing but detestation. ( Their disbelief ) in the life of this world ( increaseth for the disbelievers naught save loss ) in the Hereafter.

He it is Who has made you successors generations after generations in the earth, so whosoever disbelieves (in Islamic Monotheism) on him will be his disbelief. And the disbelief of the disbelievers adds nothing but hatred with their Lord. And the disbelief of the disbelievers adds nothing but loss.
