Quran 24:45 Surah An Nur ayat 45 Tafsir Ibn Katheer in English
﴿وَاللَّهُ خَلَقَ كُلَّ دَابَّةٍ مِّن مَّاءٍ ۖ فَمِنْهُم مَّن يَمْشِي عَلَىٰ بَطْنِهِ وَمِنْهُم مَّن يَمْشِي عَلَىٰ رِجْلَيْنِ وَمِنْهُم مَّن يَمْشِي عَلَىٰ أَرْبَعٍ ۚ يَخْلُقُ اللَّهُ مَا يَشَاءُ ۚ إِنَّ اللَّهَ عَلَىٰ كُلِّ شَيْءٍ قَدِيرٌ﴾
[ النور: 45]
24:45 Allah has created every [living] creature from water. And of them are those that move on their bellies, and of them are those that walk on two legs, and of them are those that walk on four. Allah creates what He wills. Indeed, Allah is over all things competent.

Quran 24:45 Tafsir Al-Jalalayn
And God has created every beast that is every animal from fluid from a sperm-drop. Among them are some that creep upon their bellies such as snakes and reptiles and among them are some that walk on two feet such as human beings and birds and among them are some that walk on four such as four-legged beasts and cattle. God creates whatever He will. Truly God has power over all things.

And Allah created every animate being from water*. Some walk, moving or crawling with their bellies touching the ground -worms, reptiles- others are biped who walk on two feet -man and some animals- and others are quadruped which walk on four feet –mammals- Allah creates what He will, Allah is indeed Qadirun (Omnipotent) over all things

Allah's Power in His creation of the Animals
Allah mentions His complete and almighty power to create all the different kinds of animals with their various forms, colors and ways of moving and stopping, from one kind of water.
فَمِنْهُمْ مَّن يَمْشِى عَلَى بَطْنِهِ
( Of them there are some that creep on their bellies, ) like snakes and so on;
وَمِنهُمْ مَّن يَمْشِى عَلَى رِجْلَيْنِ
( and some that walk on two legs, ) like humans and birds;
وَمِنْهُمْ مَّن يَمْشِى عَلَى أَرْبَعٍ
( and some that walk on four, ) like cattle and all kinds of animals.
Allah says:
يَخْلُقُ اللَّهُ مَا يَشَآءُ
( Allah creates what He wills. ) meaning by His power, because what He wills happens and what He does not will does not happen.
So he says:
إِنَّ اللَّهَ عَلَى كُلِّ شَىْءٍ قَدِيرٌ
( Verily, Allah is able to do all things. )

Allah's Power in His creation of the Animals

Allah says:
يَخْلُقُ اللَّهُ مَا يَشَآءُ
( Allah creates what He wills. ) meaning by His power, because what He wills happens and what He does not will does not happen.
So he says:
إِنَّ اللَّهَ عَلَى كُلِّ شَىْءٍ قَدِيرٌ
( Verily, Allah is able to do all things. )
Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( Allah hath created every animal ) on the face of the earth ( of water ) from the water of the male and female. ( Of them is (a kind ) that goeth upon its belly) like the snake and similar animals ( and (a kind ) that goeth upon two legs) like human beings and those that are similar to them ( and (a kind ) that goeth upon four) beasts. ( Allah createth what He will ) as He wills. ( Lo! Allah is Able to do all things ) whether this concerns creation or other things.

Allah has created every moving (living) creature from water. Of them there are some that creep on their bellies, some that walk on two legs, and some that walk on four. Allah creates what He wills. Verily! Allah is Able to do all things.
