﴿وَأَوْحَيْنَا إِلَىٰ مُوسَىٰ وَأَخِيهِ أَن تَبَوَّءَا لِقَوْمِكُمَا بِمِصْرَ بُيُوتًا وَاجْعَلُوا بُيُوتَكُمْ قِبْلَةً وَأَقِيمُوا الصَّلَاةَ ۗ وَبَشِّرِ الْمُؤْمِنِينَ﴾
[ يونس: 87]
10:87 And We inspired to Moses and his brother, "Settle your people in Egypt in houses and make your houses [facing the] qiblah and establish prayer and give good tidings to the believers."

Quran 10:87 Tafsir Al-Jalalayn
And We inspired Moses and his brother saying ‘Appoint houses for your people in Egypt and make your houses oratories places in which to perform prayers so that you might be secure from fear — for Pharaoh had prohibited them from performing prayers — and establish fulfil worship; and give good tidings to the believers’ of victory and Paradise.

There, We inspired Mussa and his brother Harun to provide their people with dwellings in the land of Egypt, and We said to them: Make of your homes oratories representing a Qibla (Kibl)

They were commanded to pray inside Their Homes
Allah tells us why He saved the Children of Israel from Fir`awn and his people.
He tells us how he saved them.
Allah commanded Musa and his brother Harun to take houses for their people in Egypt,
وَاجْعَلُواْ بُيُوتَكُمْ قِبْلَةً
( and make your dwellings as places for your worship, ) Al-`Awfi reported that Ibn `Abbas said, while interpreting this Ayah: "The Children of Israel said to Musa, `We cannot offer our prayers in public in front of Fir`awn's people.' So Allah permitted them to pray in their houses.
They were commanded to build their houses in the direction of the Qiblah." Mujahid commented,
وَاجْعَلُواْ بُيُوتَكُمْ قِبْلَةً
( and make your dwellings as places for your worship, ) When Banu Israel feared that Fir`awn might kill them in their gatherings at their temples, they were commanded to take their houses as places of worship.
The houses should be facing the Qiblah and the prayer could be in secret." This was stated by Qatadah and Ad-Dahhak as well.
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(10:87) And We directed Moses and his brother: 'Prepare a few houses for your people in Egypt, and make your houses a direction for men to pray, and establish Prayer, *84 and give glad tidings to the men of faith. *85

The Qur'an-commentators disagree about the meaning of this verse.
After carefully considering the actual words of the verse and reflecting over the context in which these words were said, I have come to the conclusion that perhaps because of the oppression prevailing in Egypt, and because the faith of the Israelites had become quite weak, congregational prayer had become defunct among both the Israeli and Egyptian Muslims,* The abandonment of congregational prayer was a major cause of the disintegration of their collective entity and the virtual extinction of their religious life.
That is why Moses ( peace be on him ) was directed to re-establish congregational prayer and to construct or acquire a few houses in Egypt specifically for that purpose.
* The author's expression 'Egyptian Muslims' denotes those Egyptians who had embraced the faith of the Prophets, the faith of Moses ( peace be on him ) - Ed.
The reason for such a directive is that when a group of Muslims falls prey to degeneration and dissolution, the necessary effort to revive their religious spirit and to restore their shattered integrity, if it is to conform to a truly Islamic pattern, must begin with the revival of congregational prayer.
The directive to 'make your houses a direction for men to pray' suggests, in my opinion, that these prayer-houses should become pivotal points for the entire people.
That the directive to 'establish Prayer' immediately follows this statement means that rather than offer Prayer at different places, they should congregate in the houses set aside for Prayer and perform it collectively.
For certainly one of the implications of the expression 'to establish Prayer' which frequently occurs in the Qur'an, is its observance in congregation.

Moses ( peace be on him ) was directed to banish those feelings of despair, awe and dismay which had seized the believers.
To 'give glad tidings' encompasses the whole range required by this task.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( And We inspired Moses and his brother ) Aaron, ( (saying ): Appoint houses) places of worship in the interior of your houses ( for your people in Egypt and make your houses oratories ) faced towards the direction of prayer, ( and establish worship ) perform the five daily prayers. ( And give good news to the believers ) that they shall obtain triumph, salvation and Paradise.
Muhammad Taqiud-Din alHilali
And We inspired Musa (Moses) and his brother (saying): "Take dwellings for your people in Egypt, and make your dwellings as places for your worship, and perform As-Salat (Iqamat-as-Salat), and give glad tidings to the believers."
