Verse 8 from At-Tawbah in Arabic

﴿كَيْفَ وَإِن يَظْهَرُوا عَلَيْكُمْ لَا يَرْقُبُوا فِيكُمْ إِلًّا وَلَا ذِمَّةً ۚ يُرْضُونَكُم بِأَفْوَاهِهِمْ وَتَأْبَىٰ قُلُوبُهُمْ وَأَكْثَرُهُمْ فَاسِقُونَ﴾
[ التوبة: 8]

Kayfa wa-in yathharoo AAalaykum la yarquboo feekum illan wala thimmatan yurdoonakum bi-afwahihim wata'ba quloobuhum waaktharuhum fasiqoon

English translation of the meaning

How [can there be a treaty] while, if they gain dominance over you, they do not observe concerning you any pact of kinship or covenant of protection? They satisfy you with their mouths, but their hearts refuse [compliance], and most of them are defiantly disobedient.

مگر اِن کے سوا دوسرے مشرکین کے ساتھ کوئی عہد کیسے ہوسکتا ہے جبکہ اُن کا حال یہ ہے کہ تم پر قابو پا جائیں تو نہ تمہارے معاملہ میں کسی قرابت کا لحاظ کریں نہ کسی معاہدہ کی ذمہ داری کا وہ اپنی زبانوں سے تم کو راضی کرنے کی کوشش کرتے ہیں مگر دل ان کے انکار کرتے ہیں اور ان میں سے اکثر فاسق ہیں

How (can there be such a covenant with them) that when you are overpowered by them, they regard not the ties, either of kinship or of covenant with you? With (good words from) their mouths they please you, but their hearts are averse to you, and most of them are Fasiqun (rebellious, disobedient to Allah).

Bagaimana mungkin (ada perjanjian demikian), padahal jika mereka memperoleh kemenangan atas kamu, mereka tidak memelihara hubungan kekerabatan denganmu dan tidak (pula mengindahkan) perjanjian. Mereka menyenangkan hatimu dengan mulutnya, sedang hatinya menolak. Kebanyakan mereka adalah orang-orang fasik (tidak menepati janji).

Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(9:8) But how can a treaty be regarded as abiding with the other mushriks? Since if they get power over you, they will not respect ties of kindred with you nor honour any treaty obligations. They try to conciliate you with their tongues, while their hearts are averse to their tongues, *10 for most of them are evil-doers. *11

Kaifa wa iny-yazharoo `alaikum laa yarquboo feekum illanw wa laa zimmah; yurdoo nakum biafwaahihim wa taabaa quloobuhum wa aksaruhum faasiqoon

*10) That is, "Though outwardly they negotiated for peace treaties, they cherished evil intentions in their hearts, and waited for an opportune moment to break them. And this was borne by later experiences."
*11) They were evil-doers because they had no sense of moral responsibilities nor did they hesitate to break moral limits.
