﴿لَّا يَتَّخِذِ الْمُؤْمِنُونَ الْكَافِرِينَ أَوْلِيَاءَ مِن دُونِ الْمُؤْمِنِينَ ۖ وَمَن يَفْعَلْ ذَٰلِكَ فَلَيْسَ مِنَ اللَّهِ فِي شَيْءٍ إِلَّا أَن تَتَّقُوا مِنْهُمْ تُقَاةً ۗ وَيُحَذِّرُكُمُ اللَّهُ نَفْسَهُ ۗ وَإِلَى اللَّهِ الْمَصِيرُ﴾

مؤمنوں کو چاہئے کہ مؤمنوں کے سوا کافروں کو دوست نہ بنائیں اور جو ایسا کرے گا اس سے خدا کا کچھ (عہد) نہیں ہاں اگر اس طریق سے تم ان (کے شر) سے بچاؤ کی صورت پیدا کرو (تو مضائقہ نہیں) اور خدا تم کو اپنے (غضب) سے ڈراتا ہے اور خدا ہی کی طرف (تم کو) لوٹ کر جانا ہے

Surah Al Imran Full Urdu

(1) اولیا ولی کی جمع ہے۔ ولی ایسے دوست کو کہتے ہیں جس سے ولی محبت اورخصوصی تعلق ہو۔ جیسے اللہ تعالیٰ نے اپنے آپ کو اہل ایمان کا ولی قرار دیا ہے۔ «للَّهُ وَلِيُّ الَّذِينَ آمَنُوا» ( البقرۃ: 257) یعنی ”اللہ اہل ایمان کا ولی ہے“۔ مطلب یہ ہوا کہ اہل ایمان کو ایک دوسرے سے محبت اور خصوصی تعلق ہے اور وہ آپس میں ایک دوسرے کے ولی (دوست) ہیں۔ اللہ تعالیٰ نے یہاں اہل ایمان کو اس بات سے سختی کے ساتھ منع فرمایا ہے کہ وہ کافروں کو اپنا دوست بنائیں۔ کیونکہ کافر اللہ کے بھی دشمن ہیں اور اہل ایمان کے بھی دشمن ہیں۔ تو پھر ان کو دوست بنانے کا جواز کس طرح ہو سکتا ہے؟ اس لئے اللہ تعالیٰ نے اس مضمون کو قرآن کریم میں کئی جگہ بڑی وضاحت کے ساتھ بیان فرمایا ہے تاکہ اہل ایمان کافروں کی موالات (دوستی) اور ان سے خصوصی تعلق قائم کرنے سے گریز کریں۔ البتہ حسب ضرورت ومصلحت ان سے صلح ومعاہدہ بھی ہو سکتا ہے اور تجارتی لین دین بھی۔ اسی طرح جو کافر، مسلمانوں کے دشمن نہ ہوں، ان سے حسن سلوک اور مدارات کا معاملہ بھی جائز ہے (جس کی تفصیل سورۂ ممتحنہ میں ہے) کیونکہ یہ سارے معاملات، موالات (دوستی ومحبت) سے مختلف ہے۔
(2) یہ اجازت ان مسلمانوں کے لئے ہے جو کسی کافر حکومت میں رہتے ہوں کہ ان کے لئے اگر کسی وقت اظہار دوستی کے بغیر ان کے شر سے بچنا ممکن نہ ہو تو وہ زبان سے ظاہری طور پر دوستی کا اظہار کرسکتے ہیں۔

مومنین اہل ایمان کو چھوڑ کر کافروں کو اپنا رفیق اور دوست ہرگز نہ بنائیں جو ایسا کرے گا اس کا اللہ سے کوئی تعلق نہیں ہاں یہ معاف ہے کہ تم ان کے ظلم سے بچنے کے لیے بظاہر ایسا طرز عمل اختیار کر جاؤ مگر اللہ تمہیں اپنے آپ سے ڈراتا ہے اور تمہیں اسی کی طرف پلٹ کر جانا ہے

Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(3:28) The believers may not take the unbelievers for their allies in preference to those who believe. Whoever does this has nothing to do with Allah unless he does so in order to protect himself from their wrong-doing. *25 Allah warns you to beware of Him for it is to Allah that you will return. *26

Let not believers take disbelievers as allies rather than believers. And whoever meaning

This means that it is lawful for a believer, helpless in the grip of the enemies of Islam and in imminent danger of severe wrong and persecution, to keep his faith concealed and to behave in such a manner as to create the impression that he is on the same side as his enemies. A person whose Muslim identity is discovered is permitted to adopt a friendly attitude owards the unbelievers in order to save his life. If he considers himself incapable of enduring the excesses to which he may be subjected, he may even state that he is not a believer.
*26). One should not be overwhelmed by the fear of other human beings to the extent of losing the fear of God. Human beings can harm a man but the most they can do is to ruin his transient, earthly life. God, on the other hand, can subject him to everlasting torment. If one is constrained in extraordinary circumstances to resort to a prudent concealment of faith (taqiyah) in order to save one's life, this concealment should remain within reasonable limits. The most one is permitted to do is to protect one's life and property without jeopardizing either the interests of Islam or of the Muslim community as a whole, and without causing loss of life and property to other Muslims. One must never allow saving one's own life to lead to the propagation of unbelief at the expense of Islam and to the dominance of unbelievers over Muslims. Here the believers are warned that, no matter how dangerous the circumstances surrounding them, they cannot escape God's reproach if they give substantial aid to those rebelling against Him, and cause any harm to God's chosen religion, to the community of believers or to any individual believer. For, it is to God that one will ultimately return for reckoning.

La yattakhithi almuminoona alkafireena awliyaa min dooni almumineena waman yafAAal thalika falaysa mina Allahi fee shayin illa an tattaqoo minhum tuqatan wayuhaththirukumu Allahu nafsahu waila Allahi almaseeru

English - Sahih International

Let not believers take disbelievers as allies rather than believers. And whoever [of you] does that has nothing with Allah, except when taking precaution against them in prudence. And Allah warns you of Himself, and to Allah is the [final] destination.

मोमिनीन मोमिनीन को छोड़ के काफ़िरों को अपना सरपरस्त न बनाऐं और जो ऐसा करेगा तो उससे ख़ुदा से कुछ सरोकार नहीं मगर (इस क़िस्म की तदबीरों से) किसी तरह उन (के शर) से बचना चाहो तो (ख़ैर) और ख़ुदा तुमको अपने ही से डराता है और ख़ुदा ही की तरफ़ लौट कर जाना है

মুমিনগন যেন অন্য মুমিনকে ছেড়ে কেন কাফেরকে বন্ধুরূপে গ্রহণ না করে। যারা এরূপ করবে আল্লাহর সাথে তাদের কেন সম্পর্ক থাকবে না। তবে যদি তোমরা তাদের পক্ষ থেকে কোন অনিষ্টের আশঙ্কা কর, তবে তাদের সাথে সাবধানতার সাথে থাকবে আল্লাহ তা’আলা তাঁর সম্পর্কে তোমাদের সতর্ক করেছেন। এবং সবাই কে তাঁর কাছে ফিরে যেতে হবে।
