surah Al Qamar aya 12 , English translation of the meaning Ayah.
﴿وَفَجَّرْنَا الْأَرْضَ عُيُونًا فَالْتَقَى الْمَاءُ عَلَىٰ أَمْرٍ قَدْ قُدِرَ﴾
[ القمر: 12]
54:12 And caused the earth to burst with springs, and the waters met for a matter already predestined.
Tafsir Ibn Katheer in EnglishI burst open the ground and it became springs from which water gushed.
The water coming down from the sky met with the water gushing from the ground for a matter that Allah had determined in eternity.
Everyone was drowned besides those whom Allah saved.

And We caused the earth to gush forth with springs. So the waters (of the heaven and the earth) met for a matter predestined.

Wafajjarna alarda AAuyoonan failtaqa almao AAala amrin qad qudira

And We caused the earth to gush forth with springs, so the waters met (and rose) to the extent decreed.
Safi-ur-Rahman al-Mubarakpuri
And We caused springs to gush forth from the earth. So, the waters met for a matter predestined.
