54:14 Sailing under Our observation as reward for he who had been denied.
Tafsir Ibn Katheer in EnglishThis vessel was sailing on the clashing waves of water under My gaze and protection, as a victory for Noah whose people denied him and rejected what he brought from Allah.

If kufr be taken in the sense of denial, it would mean: "Whose message had been denied and rejected; " and if it is taken in the meaning of ingratitude for a blessing, it would mean: 'Who was indeed a blessing for the people, but had been ungratefully rejected.'
