surah Tur aya 37 , English translation of the meaning Ayah.
﴿أَمْ عِندَهُمْ خَزَائِنُ رَبِّكَ أَمْ هُمُ الْمُصَيْطِرُونَ﴾
[ الطور: 37]
52:37 Or have they the depositories [containing the provision] of your Lord? Or are they the controllers [of them]?
Tafsir Ibn Katheer in EnglishOr do they have the treasures of your Lord’s provision to give to whom they wish, and prophethood to give to or stop from whom they want? Or are they the controllers and disposers according to their wish?

*29) This is an answer to the objection of the disbelievers of Makkah who said: Why had Muhammad, son of `Abdullah (upon whom be peace), only been appointed a Messenger? The answer implies this: "Somebody in any case had to be appointed a Messenger in order to deliver the people from their error of serving others than AIIah. Now the question is: Who should decide whom AIIah should appoint His Messenger and whom He should not ? If these people refuse to accept the Messenger appointed by Allah, it means that either they regard themselves as the masters of the world or they presume that the world may belong to AIIah, but it should be ruled by them. "
