﴿وَلَوْ شِئْنَا لَبَعَثْنَا فِي كُلِّ قَرْيَةٍ نَّذِيرًا﴾
[ الفرقان: 51]

25:51 And if We had willed, We could have sent into every city a warner.

Abridged Explanation of the Quran

If it had been My will, I would have sent a Messenger to every town, to warn them of Allah’s punishment.
But I did not will that.
I only sent Muhammad ( peace be upon him ) as a Messenger to all people.

And had We willed, We would have raised a warner in every town.
