surah Ghafir aya 68 , English translation of the meaning Ayah.
﴿هُوَ الَّذِي يُحْيِي وَيُمِيتُ ۖ فَإِذَا قَضَىٰ أَمْرًا فَإِنَّمَا يَقُولُ لَهُ كُن فَيَكُونُ﴾
[ غافر: 68]
40:68 He it is who gives life and causes death; and when He decrees a matter, He but says to it, "Be," and it is.
Tafsir Ibn Katheer in EnglishHe alone is the one in whose hand is giving life and He alone is the one in whose hand is giving death.
So when He decides a matter, He only says to that matter: “Be” and it becomes.

He it is Who gives life and causes death. And when He decides upon a thing He says to it only: "Be!" and it is.

It is He Who gives Life and Death; and when He decides upon an affair, He says to it, "Be", and it is.
Safi-ur-Rahman al-Mubarakpuri
