surah Nuh aya 9 , English translation of the meaning Ayah.
﴿ثُمَّ إِنِّي أَعْلَنتُ لَهُمْ وَأَسْرَرْتُ لَهُمْ إِسْرَارًا﴾
[ نوح: 9]
71:9 Then I announced to them and [also] confided to them secretly
Tafsir Ibn Katheer in English“I invited them raising my voice, and I also invited them privately in a hushed tone.

Thumma innee aAAlantu lahum waasrartu lahum israran

"Further I have spoken to them in public and secretly in private,
Safi-ur-Rahman al-Mubarakpuri
Then verily, I proclaimed to them in public, and I have appealed to them in private.
