Tafsir Ibn Katheer in EnglishIf Allah wished to make the wind that moves them still He would have done so, and they will remain fixed on the ocean motionless.
In that which has been mentioned about the creation of ships and the subjugation of the winds there are clear signs of Allah’s power for every person who is patient in difficulty and trials, and who is grateful for Allah’s favours to him.
Muhammad Taqiud-Din alHilali
If He wills, He causes the wind to cease, then they would become motionless on the back (of the sea). Verily, in this are signs for everyone patient and grateful.

If it be His will, not a breath of wind would cross. the heavens and He would take the wind out of the sails, and motionless shall they remain on its surface, tokens indeed symbolic of Allahs Omnipotence and Authority; tokens giving insight to those who bear well all calamities, and the good events live ever in their thankful hearts
Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi
(42:33) If He so wills, He can cause the winds to become still so that they will remain motionless on its surface. Surely there are many Signs in this for those who are wont to be steadfast and give thanks. *53
If He willed, He could still the wind, and they would remain meaning
*53) "Who patiently endures": who keeps himself fully under control and remains steadfast on the path of servitude under all circumstances, good or bad; who dces not forget himself so as to become rebellious against God and cruel to the people, when favoured with good times, and loses heart and stoops to anything when visited by evil times. A "gratefull person" is every such person who regards it as a bounty of Allah and not the result of any merit or excellence in himself when he is exalted to any high place of honour in life by a Divine decree, and keeps his mind concentrated on the blessings which remain available to man even under the worst circumstances instead of his deprivations when deposed to the lowest of the low position. Thus, he continues to thank his Lord in both prosperity and adversity with his tongue and heart.
