surah Maarij aya 41 , English translation of the meaning Ayah.
﴿عَلَىٰ أَن نُّبَدِّلَ خَيْرًا مِّنْهُمْ وَمَا نَحْنُ بِمَسْبُوقِينَ﴾
[ المعارج: 41]
70:41 To replace them with better than them; and We are not to be outdone.
Tafsir Ibn Katheer in EnglishHe is capable of destroying them and replacing them with others who obey Him; He is not incapable of doing so.
Nor can He be overpowered when He intends to destroy them and replace them.
Muhammad Taqiud-Din alHilali
To replace them by (others) better than them; and We are not to be outrun.

AAala an nubaddila khayran minhum wama nahnu bimasbooqeena
Abdullah Yusuf Ali - Translation
Substitute for them better (men) than they; And We are not to be defeated (in Our Plan).
Safi-ur-Rahman al-Mubarakpuri
To replace them by (others) better than them; and We are not to be outrun.
