And if they had intended to go forth, they would have prepared (9:46)

﴿۞ وَلَوْ أَرَادُوا الْخُرُوجَ لَأَعَدُّوا لَهُ عُدَّةً وَلَٰكِن كَرِهَ اللَّهُ انبِعَاثَهُمْ فَثَبَّطَهُمْ وَقِيلَ اقْعُدُوا مَعَ الْقَاعِدِينَ﴾
[ التوبة: 46]

9:46 And if they had intended to go forth, they would have prepared for it [some] preparation. But Allah disliked their being sent, so He kept them back, and they were told, "Remain [behind] with those who remain."

If they had been telling the truth in their claim that they wanted to go out with the Messenger ( peace be upon him ), striving for the sake of Allah, they would have made preparations for it; but Allah did not want them to go with the Prophet, and stopped them from doing so.
They were disgraced because they were told to stay behind with those who were ordered to stay behind, such as the women, children and the sick.

And if they had intended to march out, certainly, they would have made some preparation for it, but Allah was averse to their being sent forth, so He made them lag behind, and it was said (to them), "Sit you among those who sit (at home)."

phonetic Transliteration

Walaw aradoo alkhurooja laaAAaddoo lahu AAuddatan walakin kariha Allahu inbiAAathahum fathabbatahum waqeela oqAAudoo maAAa alqaAAideena

Abdullah Yusuf Ali - Translation

If they had intended to come out, they would certainly have made some preparation therefor; but Allah was averse to their being sent forth; so He made them lag behind, and they were told, "Sit ye among those who sit (inactive)."

Safi-ur-Rahman al-Mubarakpuri

And if they had intended to march out, certainly, they would have made some preparation for it; but Allah was averse to their being sent forth, so He made them lag behind, and it was said (to them): "Sit among those who sit (at home)."
