surah Baqarah aya 53 , English translation of the meaning Ayah.
﴿وَإِذْ آتَيْنَا مُوسَى الْكِتَابَ وَالْفُرْقَانَ لَعَلَّكُمْ تَهْتَدُونَ﴾
[ البقرة: 53]
2:53 And [recall] when We gave Moses the Scripture and criterion that perhaps you would be guided.
Tafsir Ibn Katheer in EnglishAlso, remember that Allah’s giving Moses ( peace be upon him ) the Torah as a criterion between truth and falsehood, discriminating between guidance and misguidance, so that you might be guided to the truth through it, were from the blessings of Allah.

And (remember) when We gave Musa (Moses) the Scripture [the Taurat (Torah)] and the criterion (of right and wrong) so that you may be guided aright.

And remember We gave Moses the Scripture and the Criterion (Between right and wrong): There was a chance for you to be guided aright.
