﴿لَا يَسْبِقُونَهُ بِالْقَوْلِ وَهُم بِأَمْرِهِ يَعْمَلُونَ﴾
[ الأنبياء: 27]
21:27 They cannot precede Him in word, and they act by His command.
Tafsir Ibn Katheer in EnglishThey do not proceed before their Lord in any saying, so they do not speak until He orders them, and they act according to His command and do not oppose any command of His.

La yasbiqoonahu bialqawli wahum biamrihi yaAAmaloona

They speak not before He speaks, and they act (in all things) by His Command.
