surah Tawbah aya 90 , English translation of the meaning Ayah.
﴿وَجَاءَ الْمُعَذِّرُونَ مِنَ الْأَعْرَابِ لِيُؤْذَنَ لَهُمْ وَقَعَدَ الَّذِينَ كَذَبُوا اللَّهَ وَرَسُولَهُ ۚ سَيُصِيبُ الَّذِينَ كَفَرُوا مِنْهُمْ عَذَابٌ أَلِيمٌ﴾
[ التوبة: 90]
9:90 And those with excuses among the bedouins came to be permitted [to remain], and they who had lied to Allah and His Messenger sat [at home]. There will strike those who disbelieved among them a painful punishment.
Tafsir Ibn Katheer in EnglishA group of people from the desert Arabs of Medina and the surrounding areas came with excuses to Allah’s Messenger ( peace be upon him ), so that he would give them permission to remain behind from going out and striving in Allah’s path.
Another group of people who did not even make any excuse also stayed behind from going out because they did not accept the Prophet and they did not have faith in Allah’s promise.
A painful punishment will afflict these people because of their disbelief.

And those who made excuses from the bedouins came (to you, O Prophet SAW) asking your permission to exempt them (from the battle), and those who had lied to Allah and His Messenger sat at home (without asking the permission for it); a painful torment will seize those of them who disbelieve.

Wajaa almuAAaththiroona mina alaAArabi liyuthana lahum waqaAAada allatheena kathaboo Allaha warasoolahu sayuseebu allatheena kafaroo minhum AAathabun aleemun
Abdullah Yusuf Ali - Translation
And there were, among the desert Arabs (also), men who made excuses and came to claim exemption; and those who were false to Allah and His Messenger (merely) sat inactive. Soon will a grievous penalty seize the Unbelievers among them.
Safi-ur-Rahman al-Mubarakpuri
And those who made excuses from the bedouins came asking your permission to exempt them (from the battle), and those who had lied to Allah and His Messenger sat at home (without asking the permission for it); a painful torment will seize those of them who disbelieve.

Then there came those of the desert Arabs, full of false excuses, to claim exemption, while those of them who apparently conformed to Islam, but deep in heart they deny Allah and His simply sat at home. (9:90) And many from among the Bedouins *90 also came with their excuses that they, too, might be allowed to remain behind: thus stayed behind those who had made a false compact of Faith with Allah and His Messenger. In the near future those from among the Bedouins who adopted the way of unbelief *91 shall meet with a painful chastisement.

*90) Here the word "Bedouins" refers W those Arabs who lived in the desert near Al-Madinah.
*91) The hypocritical profession of Islam has been called the way of unbelief, because that profession of faith which lacks practical proof, surrender, sincerity and obedience, is, in fact, unbelief. As such persons prefer their own interests and worldly desires to Allah and His Way, they shall be dealt with by Allah as unbelievers and rebels, even if they could not be legally treated as such in this world but were considered Muslims due to their profession of faith. This is because in the life of this world, the Islamic Law treats as unbelievers only such hypocrites as are guilty of open unbelief, rebellion, treachery or infidelity. That is why there are many cases of hypocrisy that do not come under kufr in the Islamic Shari'ah. However, this does not mean that if one escaped the penalty according to the Islamic Code, one will escape punishment According to the Divine Judgement also.

بدوی عربوں میں سے بھی بہت سے لوگ آئے جنہوں نے عذر کیے تاکہ انہیں بھی پیچھے رہ جانے کی اجازت دی جائے اِس طرح بیٹھ رہے وہ لوگ جنہوں نے اللہ اور اس کے رسول سے ایمان کا جھوٹا عہد کیا تھا ان بدویوں میں سے جن لوگوں نے کفر کا طریقہ اختیار کیا ہے عنقریب وہ دردناک سزا سے دوچار ہوں گے
