﴿سَيَقُولُ لَكَ الْمُخَلَّفُونَ مِنَ الْأَعْرَابِ شَغَلَتْنَا أَمْوَالُنَا وَأَهْلُونَا فَاسْتَغْفِرْ لَنَا ۚ يَقُولُونَ بِأَلْسِنَتِهِم مَّا لَيْسَ فِي قُلُوبِهِمْ ۚ قُلْ فَمَن يَمْلِكُ لَكُم مِّنَ اللَّهِ شَيْئًا إِنْ أَرَادَ بِكُمْ ضَرًّا أَوْ أَرَادَ بِكُمْ نَفْعًا ۚ بَلْ كَانَ اللَّهُ بِمَا تَعْمَلُونَ خَبِيرًا﴾
[ الفتح: 11]

English - Sahih International

48:11 Those who remained behind of the bedouins will say to you, "Our properties and our families occupied us, so ask forgiveness for us." They say with their tongues what is not within their hearts. Say, "Then who could prevent Allah at all if He intended for you harm or intended for you benefit? Rather, ever is Allah, with what you do, Acquainted.

Those of the Bedouins who were left behind around Medina — that is to say those whom God made to stay behind and not to accompany you when you had asked them to set out with you for Mecca fearing that Quraysh would attack you upon your return in the year of al-Hudaybiyya — will say to you ‘Our possessions and our families kept us occupied preventing us from going forth with you. So ask forgiveness for us!’ of God for our failure to go forth with you. God exalted be He exposes their mendacity by saying They say with their tongues that is to say in asking forgiveness and in the preceding statement of theirs what is not in their hearts and so they are lying in the excuse which they give. Say ‘Who can an interrogative meant rhetorically as a negation that is to say ‘none can’ avail you anything against God should He desire to cause you harm read darran or durran or desire to bring you benefit? Nay but God is ever Aware of what you do in other words He is ever possessed of such an attribute.

Mark well. O Muhammad what the stay-at-home desert Arabs will say to you: We were unable to be part of your expedition and join battle (if there is any) on account of our constant attention to our commercial transactions and to our families, and we seek your help in invoking Allah`: forgiveness on our behalf. They speak with their tongues in their cheeks and what they utter and what their hearts forge do not together accord. Say) to them: who is he who has power to restrain Allah from a contemplated action and prevent the coming-on of a calamity or of prosperity? But indeed Allah has been well acquainted with what you were doing

The Fabricated Excuse offered by Those Who lagged behind and did not participate in Al-Hudaybiyyah Allah informs His Messenger of the excuses that the bedouins who lagged behind would offer him, those bedouins who preferred to remain in their homes and possessions and did not join the Messenger of Allah ﷺ.
They offered an excuse for lagging behind, as that of being busy -- in their homes and with their wealth! They asked the Messenger of Allah ﷺ to invoke Allah to forgive them, not because they had faith in the Prophet and his invocation, but to show off and pretend.
This is why Allah the Exalted said about them, يَقُولُونَ بِأَلْسِنَتِهِمْ مَّا لَيْسَ فِى قُلُوبِهِمْ قُلْ فَمَن يَمْلِكُ لَكُمْ مِّنَ اللَّهِ شَيْئاً إِنْ أَرَادَ بِكُمْ ضَرّاً أَوْ أَرَادَ بِكُمْ نَفْعاً ( They say with their tongues what is not in their hearts.
Say: "Who then has any power at all (to intervene )
on your behalf with Allah, if He intends you hurt or intends you benefit") Allah says, none can resist what Allah has decided in your case, all praise and honor belong to Him.
Allah is the Knower of your secrets and what your hearts conceal, even if you pretend and choose to be hypocritical with us.
This is why Allah the Exalted said, بَلْ كَانَ اللَّهُ بِمَا تَعْمَلُونَ خَبِيراً ( Nay, but Allah is Ever All-Aware of what you do. ) then He said, بَلْ ظَنَنْتُمْ أَن لَّن يَنقَلِبَ الرَّسُولُ وَالْمُؤْمِنُونَ إِلَى أَهْلِيهِمْ أَبَداً ( Nay, but you thought that the Messenger and the believers would never return to their families, ) `for your lagging behind was not an excusable act or just a sin.
Rather, your lagging behind was because of hypocrisy and because you thought that the Muslims would be killed to the extent of extermination, their lives would be extinguished and none of them will ever come back,' وَظَنَنتُمْ ظَنَّ السَّوْءِ وَكُنتُمْ قَوْماً بُوراً ( and you did think an evil thought and you became a people Bur ) going for destruction, according to `Abdullah bin `Abbas, Mujahid and several others.
Qatadah explained Bur to mean, corrupt and some said that it is a word used in the Arabic dialect of the area of Oman.
Allah the Exalted then said, وَمَن لَّمْ يُؤْمِن بِاللَّهِ وَرَسُولِهِ ( And whosoever does not believe in Allah and His Messenger, ) Allah states here that whoever does not purify his actions outwardly and inwardly for Allah's sake, then Allah the Exalted will punish him in the Blazing Fire, even if he pretends to show people that he follows the faith, contradicting his true creed.
Allah the Exalted then states that He is the Only Authority, King and Owner Who has full control over the residents of the heavens and earth, يَغْفِرُ لِمَن يَشَآءُ وَيُعَذِّبُ مَن يَشَآءُ وَكَانَ اللَّهُ غَفُوراً رَّحِيماً ( He forgives whom He wills, and punishes whom He wills.
And Allah is Forgiving, Most Merciful. )
with those who repent, return and submit to Him with humiliation.

Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi

(48:11) (O Prophet), the bedouins who were left behind say to you: *20 'We were occupied with our goods and families. So ask forgiveness for us.' They say with their tongues what is not in their hearts. *21 Say to them: 'Who can be of any avail to you against Allah if He should intend to cause you any harm or confer upon you any benefit?' Allah is well aware of all that you do. *22

Those who remained behind of the bedouins meaning

*20) This refers to the people living in the suburbs of Madinah whom the Holy Prophet had invited to accompany him in his march out for `Umrah, but they had not left their homes in spite of their claim to Faith just because they were afraid of death.
Traditions show that these were the people of the tribes of Aslam, Muzainah, Juhainah, Ghifar, Ashja`, Dil and others.

*21) This has two meanings: ( 1 ) " That after your returning to Madinah the excuse that these people will present for not going out with you, would only be a lame excuse, because they know in their hearts why they had stayed behind "; and ( 2 ) 'that their imploring the Messenger of Allah for a prayer of forgiveness would only be an empty word of mouth, for in fact, they are neither feeling remorse for their failure to accompany you, nor have they any feeling that they committed a sin by not going out with the Messenger, nor are ,they seeking forgiveness sincerely.
As for thetttselves they think that they did a wise thing by not going on the dangerous journey; had they any desire for Allah and His forgiveness, they would not have stayed behind at home.

Allah's decision will be on the basis of the knowledge that He has about the reality of your actions.
If your actions deserve the punishment and I pray for your forgiveness, my this prayer will not save you from Allah's punishment; and if your actions do not deserve the punishment, and I do not pray for your forgiveness, my failure to pray will not do any harm to you.
Everything is in Allah's control, not mine, and no one's empty words can deceive Him.
Therefore, even if I accept as true what you say and then also pray for your forgiveness on its basis, it will be vain and without result.
"

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs


( Those of the wandering Arabs ) from Banu Ghifar, Aslam, Ashja’, Dayl and some people from Muzaynah and Juhaynah ( who were left behind ) at the conquest of al-Hudaybiyyah ( will tell thee: Our possessions and our households occupied us ) we were afraid that our households would be ruined if we went out with you, and this is why we stayed behind, ( so ask forgiveness for us ) O Messenger of Allah, for failing to accompany you to al-Hudaybiyyah! ( They speak with their tongues ) they ask with their tongue-i.e. forgiveness-( that which is not in their hearts ) without really feeling the need for it, whether you ask forgiveness for them or not. ( Say ) to them, O Muhammad: ( Who can avail you aught against Allah ) who can do anything about Allah’s torment, ( if he intend you hurt ) killing and defeat ( or intend you profit ) victory, booty and well-being? ( Nay, but Allah is ever Aware of what ye do ) Allah is aware of your failure to join the conquest of al-Hudaybiyyah.
