﴿يَعْلَمُ مَا يَلِجُ فِي الْأَرْضِ وَمَا يَخْرُجُ مِنْهَا وَمَا يَنزِلُ مِنَ السَّمَاءِ وَمَا يَعْرُجُ فِيهَا ۚ وَهُوَ الرَّحِيمُ الْغَفُورُ﴾
[ سبأ: 2]
34:2 He knows what penetrates into the earth and what emerges from it and what descends from the heaven and what ascends therein. And He is the Merciful, the Forgiving.

Quran 34:2 Tafsir Al-Jalalayn
He knows what penetrates the earth of water and so forth and what issues out of it of vegetation and so on and what comes down from the heaven of provision and so on and what ascends into it of deeds and so on and He is the Merciful to His friends the Forgiving to them.
Almuntakhab Fi Tafsir Alquran Alkarim
He has omniscience of all that makes entry and penetrates into the earth, be it animate or inanimate, and of all that arises from it and of what erupts from within and of the water streaming out of it. And He has Omniscience of all that comes down from the realm of heaven and from the vault of its floor and of all that ascends of deeds and of the souls of those who have done the deeds. He is also Alimun (Omniscient) of the spiritual and the animate and of all that is inanimate and He is AL-Rahim (the Merciful) and AL-Ghafur (the forgiving)
Quran 34:2 Tafsir Ibn Kathir
Which was revealed in Makkah
بِسْمِ اللَّهِ الرَّحْمَـنِ الرَّحِيمِ
In the Name of Allah, the Most Gracious, the Most Merciful.
All Praise and the Knowledge of the Unseen belong to Allah Alone
Allah tells us that all praise belongs to Him alone in this world and in the Hereafter, because He is the Giver and Bestower who gives to the people of this world and the Hereafter, the Sovereign and Controller of all.
Allah says:
وَهُوَ اللَّهُ لا إِلَـهَ إِلاَّ هُوَ لَهُ الْحَمْدُ فِى الاٍّولَى وَالاٌّخِرَةِ وَلَهُ الْحُكْمُ وَإِلَيْهِ تُرْجَعُونَ
( And He is Allah; none has the right to be worshipped but He, all praise is due to Him (both ) in the first ( i.e., in this world ) and in the last ( the Hereafter ).
And for Him is the decision, and to Him shall you ( all ) be returned.) ( 28:70 ).
Allah says:
الْحَمْدُ للَّهِ الَّذِى لَهُ مَا فِى السَّمَـوَتِ وَمَا فِى الاٌّرْضِ
( All praise is due to Allah, to Whom belongs all that is in the heavens and all that is in the earth. ) meaning, all of it is His dominion and is enslaved by Him and subject to His control, as Allah says:
وَإِنَّ لَنَا لَلاٌّخِرَةَ وَالاٍّولَى
( And truly, unto Us (belong ) the last ( Hereafter ) and the first ( this world )) ( 92:13 ).
Then Allah says:
وَلَهُ الْحَمْدُ فِى الاٌّخِرَةِ
( His is all praise in the Hereafter, ) for He is the One Who will be worshipped forever and praised for eternity.
وَهُوَ الْحَكِيمُ
and He is the All-Wise, means, in all that He says and does, legislates and decrees.
الْخَبِيرُ
the All-Aware.
from Whom nothing at all is hidden or concealed.
Ma0lik narrated that Az-Zuhri said, He is All-Aware of His creation, All-Wise in His commands.
Allah says:
يَعْلَمُ مَا يَلْجُ فِى الاٌّرْضِ وَمَا يَخْرُجُ مِنْهَا
( He knows that which goes into the earth and that which comes forth from it, ) meaning, He knows the number of raindrops that sink into the depths of the earth, and the seeds that have been sown, and the things that are hidden in it, and He knows what comes forth from that, how many they are, how they grow and what they look like.
وَمَا يَنزِلُ مِنَ السَّمَآءِ
( and that which descends from the heaven ) means, of raindrops and provision, and what ascends into it, i.e., righteous deeds and other things.
وَهُوَ الرَّحِيمُ الْغَفُورُ
( And He is the Most Merciful, the Oft-Forgiving. ) means, He is Most Merciful to His servants; He does not hasten to punish them, and He forgives the sins of those who repent to Him and put their trust in Him.
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(34:2) He knows what penetrates into the earth and what goes forth from it, what descends from the heaven and what ascends to it. He is the Most Merciful, the Most Forgiving. *4
He knows what penetrates into the earth meaning
*4) That is, " If a person ( or persons ) is not being seized in spite of rebellion against Him in His Kingdom, it is not because this world is a lawless kingdom and Allah is ruler, but because Allah is an inept All-Merciful and All-Forbearing, Although it lies in His power to seize the sinner and the wrongdoer immediately on the commission of sin, to withhold his sustenance, to paralyse his body, and to put rum to death suddenly, yet He does not do so.
It is the demand of His Beneficence that " in spite of being All-Powerful He gives the disobedient servant plenty of rope and enough respite to mend his ways and as soon as he desists from his evil ways, He pardons and forgives him.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( He knoweth that which goeth down into the earth ) of rain, water, dead people and treasures ( and that which cometh forth from it ) and He knows what comes forth from it of plants, water, treasures and dead people, ( and that which descendeth from the heaven ) of rain, sustenance and other things ( and that which ascendeth into it ) of angels and guardian angels who carry the scrolls of the servants. ( He is the Merciful ) towards the believers, ( the Forgiving ) He forgives whoever repents.
Muhammad Taqiud-Din alHilali
He knows that which goes into the earth and that which comes forth from it, and that which descend from the heaven and that which ascends to it. And He is the Most Merciful, the OftForgiving.
