﴿وَلَقَدْ أَرْسَلْنَا مِن قَبْلِكَ رُسُلًا إِلَىٰ قَوْمِهِمْ فَجَاءُوهُم بِالْبَيِّنَاتِ فَانتَقَمْنَا مِنَ الَّذِينَ أَجْرَمُوا ۖ وَكَانَ حَقًّا عَلَيْنَا نَصْرُ الْمُؤْمِنِينَ﴾
[ الروم: 47]
30:47 And We have already sent messengers before you to their peoples, and they came to them with clear evidences; then We took retribution from those who committed crimes, and incumbent upon Us was support of the believers.

Quran 30:47 Tafsir Al-Jalalayn
And verily We sent before you messengers to their people and they brought them clear signs plain proofs of their sincerity concerning their Message to them but they denied them. Then We took vengeance upon those who were guilty We destroyed those who denied them and it was ever incumbent upon Us to give victory to the believers over the disbelievers by destroying these and delivering the believers.
Almuntakhab Fi Tafsir Alquran Alkarim
And before you. O Muhammad We sent Messengers conveying Our divine message to their people. They presented them with clear and plain revelations guiding out of darkness and superstitions of later times and out of want of spiritual and intellectual sight into illumination and enlightenment -but they counselled deaf and closed their hearts ears-. And by consequence We avenged our right by inflicting retributive punishment upon those who were steeped in crime. At the same time it was incumbent on Us to save and deliver to safety those whose hearts reflected the image of religious and spiritual virtues

Among the Signs of Allah are the Winds
Here Allah mentions the favor He does for His creatures by sending winds to them, as harbingers of His mercy, meaning that they will be followed by rain.
Allah says:
وَلِيُذِيقَكُمْ مِّن رَّحْمَتِهِ
( giving you a taste of His mercy, ) that is, the rain which will come down and revive people and the land.
وَلِتَجْرِىَ الْفُلْكُ بِأَمْرِهِ
( and that the ships may sail at His command, ) means, on the sea, for they are driven by the wind.
وَلِتَبْتَغُواْ مِن فَضْلِهِ
( and that you may seek of His bounty, ) means, by trading, earning a living and traveling from one country to another, one region to another.
وَلَعَلَّكُمْ تَشْكُرُونَ
( in order that you may be thankful. ) means, that you may give thanks to Allah for the innumerable favors He has done for you, both visible and hidden.
Then Allah says:
وَلَقَدْ أَرْسَلْنَا مِن قَبْلِكَ رُسُلاً إِلَى قَوْمِهِمْ فَجَآءُوهُم بِالْبَيِّنَاتِ فَانتَقَمْنَا مِنَ الَّذِينَ أَجْرَمُواْ
( And indeed We did send Messengers before you to their own peoples.
They came to them with clear proofs, then, We took vengeance on those who committed crimes; ) These are words of consolation from Allah to His servant and Messenger Muhammad ﷺ.
They tell him that if many of his people and of mankind disbelieve in him, the previous Messengers were also rejected, despite the clear signs that they brought, but Allah punished those who rejected and opposed them, and saved those who believed in them.
وَكَانَ حَقّاً عَلَيْنَا نَصْرُ الْمُؤْمِنينَ
( and it was incumbent upon Us to help the believers. ) This is a duty which Allah took upon Himself as a blessing and a favor to them.
This is like the Ayah,
كَتَبَ رَبُّكُمْ عَلَى نَفْسِهِ الرَّحْمَةَ
( your Lord has prescribed mercy for Himself ) ( 6:54 ).
Ibn Abi Hatim recorded that Abu Ad-Darda', may Allah be pleased with him, said: "I heard Allah's Messenger ﷺ saying:
«مَا مِنِ امْرِىءٍ مُسْلِمٍ يَرُدُّ عَنْ عِرْضِ أَخِيهِ إِلَّا كَانَ حَقًّا عَلَى اللهِ أَنْ يَرُدَّ عَنْهُ نَارَ جَهَنَّمَ يَوْمَ الْقِيَامَة»
( No Muslim man defends the honor of his brother except that there would be a right upon Allah to defend him from the fire of Hell on the Day of Resurrection. ) Then he recited this Ayah:
وَكَانَ حَقّاً عَلَيْنَا نَصْرُ الْمُؤْمِنينَ
( and it was incumbent upon Us to help the believers. )"
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(30:47) We sent Messengers before you to their respective nations, and they brought Clear Signs *71 to them. Then We took vengeance upon those who acted wickedly. *72 It was incumbent on Us to come to the aid of the believers.
And We have already sent messengers before meaning
*71) That is, " One kind of the Signs are those which are scattered in the world around man, which he comes across at every moment of his life, one of which is the system of the circulation of winds, as mentioned in the preceding verse.
The other kind of the Signs are those which the Prophets of Allah brought in the form of the miracles and Divine Revelations and the extraordinary pure characters and their healthy and life-giving influence on human society.
Both kinds of the Signs point to the same Reality, which is this: The Tauhid which the prophets teach is based on the Truth.
Each of these Signs supports the other.
The Signs of the universe testify to the truth of what the Prophets say, and the Signs brought by the Prophets explain the reality being pointed out by the Signs of the universe.
*72) "The guilty ones": those who remained blind to these two kinds of the Sighs and persisted in their denial of Tauhid and their rebellion against God.

Among the Signs of Allah are the Winds

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( Verily We sent before thee ) O Muhammad ( messengers to their own folk. They brought them clear proofs (of Allah’s Sovereignty )) they explained to them the commands, prohibitions and signs but they did not believe. ( Then We took vengeance ) by sending a chastisement ( upon those who were guilty ) the idolaters. ( To help believers is incumbent upon Us ) it is incumbent to help the believers with the messengers by saving them and destroying their enemies.

And indeed We did send Messengers before you (O Muhammad SAW) to their own peoples. They came to them with clear proofs, then, We took vengeance on those who committed crimes (disbelief, setting partners in worship with Allah, sins, etc.), and (as for) the believers it was incumbent upon Us to help (them).
