﴿إِنَّمَا سُلْطَانُهُ عَلَى الَّذِينَ يَتَوَلَّوْنَهُ وَالَّذِينَ هُم بِهِ مُشْرِكُونَ﴾
[ النحل: 100]
16:100 His authority is only over those who take him as an ally and those who through him associate others with Allah.
Tafsir Ibn Katheer in EnglishHe only has authority by means of His whispering over those who take him as an ally and follow him in his luring and those who because of such luring associate partners with Allah whom they worship along with Him.

His power is only over those who obey and follow him (Satan), and those who join partners with Him (Allah) [i.e. those who are Mushrikun - polytheists - see Verse 6:121].
