surah TaHa aya 102 , English translation of the meaning Ayah.
﴿يَوْمَ يُنفَخُ فِي الصُّورِ ۚ وَنَحْشُرُ الْمُجْرِمِينَ يَوْمَئِذٍ زُرْقًا﴾
[ طه: 102]
20:102 The Day the Horn will be blown. And We will gather the criminals, that Day, blue-eyed.
Tafsir Ibn Katheer in EnglishThe day when the angel will blow in the trumpet a second time for the resurrection, and I shall gather the disbelievers on this day, blue-eyed, due to their complexion and eyes changing out of the severe horrors of the afterlife they will face.
Muhammad Taqiud-Din alHilali
The Day when the Trumpet will be blown (the second blowing): that Day, We shall gather the Mujrimun (criminals, polytheists, sinners, disbelievers in the Oneness of Allah, etc.) Zurqa: (blue or blind eyed with black faces).

Yawma yunfakhu fee alssoori wanahshuru almujrimeena yawmaithin zurqan

The Day when the Trumpet will be sounded: that Day, We shall gather the sinful, blear-eyed (with terror).
Safi-ur-Rahman al-Mubarakpuri
The Day when the Sur will be blown: that Day, We shall gather the criminals blue-eyed.

*78) As regards the nature of the blowing of the "Trumpet" on the Day of Resurrection, it may be likened to the blowing of the bugle in the army to muster or disperse the soldiers. It is obvious that these words and terms have been used because these are known to the people. Therefore it wilt be wrong to consider the "Trumpet" to be exactly like the bugles and trumpets of this world.
*79) According to some Commentators, it means this: "The bodies of the criminals will turn white as if no drop of blood had been left in them."
