surah Nahl aya 108 , English translation of the meaning Ayah.
﴿أُولَٰئِكَ الَّذِينَ طَبَعَ اللَّهُ عَلَىٰ قُلُوبِهِمْ وَسَمْعِهِمْ وَأَبْصَارِهِمْ ۖ وَأُولَٰئِكَ هُمُ الْغَافِلُونَ﴾
[ النحل: 108]
16:108 Those are the ones over whose hearts and hearing and vision Allah has sealed, and it is those who are the heedless.
Tafsir Ibn Katheer in EnglishThose described as being apostates after having faith are the ones whose hearts Allah has sealed, so they do not understand the admonition, He has sealed their hearing, so that they do not hear anything that benefits them, and He has sealed their sight, so that they do not see the signs indicating faith.
It is they who are unaware of the causes of happiness and wretchedness and of the punishment that Allah has prepared for them.
Muhammad Taqiud-Din alHilali
They are those upon whose hearts, hearing (ears) and sight (eyes) Allah has set a seal. And they are the heedless!

Olaika allatheena tabaAAa Allahu AAala quloobihim wasamAAihim waabsarihim waolaika humu alghafiloona
Abdullah Yusuf Ali - Translation
Those are they whose hearts, ears, and eyes Allah has sealed up, and they take no heed.
Safi-ur-Rahman al-Mubarakpuri
They are those upon whose hearts, hearing (ears) and sight (eyes) Allah has set a seal over. And they are the heedless!
