surah Mujadilah aya 13 , English translation of the meaning Ayah.
﴿أَأَشْفَقْتُمْ أَن تُقَدِّمُوا بَيْنَ يَدَيْ نَجْوَاكُمْ صَدَقَاتٍ ۚ فَإِذْ لَمْ تَفْعَلُوا وَتَابَ اللَّهُ عَلَيْكُمْ فَأَقِيمُوا الصَّلَاةَ وَآتُوا الزَّكَاةَ وَأَطِيعُوا اللَّهَ وَرَسُولَهُ ۚ وَاللَّهُ خَبِيرٌ بِمَا تَعْمَلُونَ﴾
[ المجادلة: 13]
58:13 Have you feared to present before your consultation charities? Then when you do not and Allah has forgiven you, then [at least] establish prayer and give zakah and obey Allah and His Messenger. And Allah is Acquainted with what you do.
Tafsir Ibn Katheer in EnglishDo you fear poverty by presenting charity before talking privately with the Messenger? So when you do not do that which Allah commanded you to do, and Allah forgave you by allowing you not to give in charity, now perform prayer to perfection, give Zakat on your wealth, and obey Allah and His Messenger.
Allah is aware of your actions; nothing is hidden from Him and He will soon requite you for them.
Muhammad Taqiud-Din alHilali
Are you afraid of spending in charity before your private consultation (with him)? If then you do it not, and Allah has forgiven you, then (at least) perform As-Salat (Iqamat-as-Salat) and give Zakat and obey Allah (i.e. do all what Allah and His Prophet SAW order you to do). And Allah is All-Aware of what you do.

Is it that ye are afraid of spending sums in charity before your private consultation (with him)? If, then, ye do not so, and Allah forgives you, then (at least) establish regular prayer; practise regular charity; and obey Allah and His Messenger. And Allah is well-acquainted with all that ye do.
Safi-ur-Rahman al-Mubarakpuri

However, there is a difference of opinion as to how long the injunction remained in force. Qatadah says it remained in force for less than a day and then was abrogated. Muqatil bin Hayyan says that it remained in force for ten days; and this is the longest period of its life mentioned in any tradition.
