﴿إِن كُلٌّ إِلَّا كَذَّبَ الرُّسُلَ فَحَقَّ عِقَابِ﴾

38:14 Each of them denied the messengers, so My penalty was justified.
Tafsir Ibn Katheer in EnglishThere is not a single one of these groups except that it denied the messengers.
So Allah’s punishment was justified for them and His punishment befell them, even though it was delayed for a while.

Not one of them but belied the Messengers, therefore My Torment was justified,

In kullun illa kaththaba alrrusula fahaqqa AAiqabi

Not one (of them) but rejected the messengers, but My punishment came justly and inevitably (on them).
