And he became inside the city fearful and anticipating [exposure], when suddenly (28:18)

﴿فَأَصْبَحَ فِي الْمَدِينَةِ خَائِفًا يَتَرَقَّبُ فَإِذَا الَّذِي اسْتَنصَرَهُ بِالْأَمْسِ يَسْتَصْرِخُهُ ۚ قَالَ لَهُ مُوسَىٰ إِنَّكَ لَغَوِيٌّ مُّبِينٌ﴾
[ القصص: 18]

28:18 And he became inside the city fearful and anticipating [exposure], when suddenly the one who sought his help the previous day cried out to him [once again]. Moses said to him, "Indeed, you are an evident, [persistent] deviator."

After the incident of killing the Copt, Moses awoke in the morning anxious as to what may happen.
Suddenly, the very same person who had sought his aid and assistance against an enemy Copt the previous day, was now seeking his assistance against another Copt.
Moses said to him, “Indeed, you are misguided and a clear inciter!”

So he became afraid, looking about in the city (waiting as to what will be the result of his crime of killing), when behold, the man who had sought his help the day before, called for his help (again). Musa (Moses) said to him: "Verily, you are a plain misleader!"

Faasbaha fee almadeenati khaifan yataraqqabu faitha allathee istansarahu bialamsi yastasrikhuhu qala lahu moosa innaka laghawiyyun mubeenun

So he saw the morning in the city, looking about, in a state of fear, when behold, the man who had, the day before, sought his help called aloud for his help (again). Moses said to him: "Thou art truly, it is clear, a quarrelsome fellow!"
