surah Baqarah aya 273 , English translation of the meaning Ayah.
﴿لِلْفُقَرَاءِ الَّذِينَ أُحْصِرُوا فِي سَبِيلِ اللَّهِ لَا يَسْتَطِيعُونَ ضَرْبًا فِي الْأَرْضِ يَحْسَبُهُمُ الْجَاهِلُ أَغْنِيَاءَ مِنَ التَّعَفُّفِ تَعْرِفُهُم بِسِيمَاهُمْ لَا يَسْأَلُونَ النَّاسَ إِلْحَافًا ۗ وَمَا تُنفِقُوا مِنْ خَيْرٍ فَإِنَّ اللَّهَ بِهِ عَلِيمٌ﴾
[ البقرة: 273]
2:273 [Charity is] for the poor who have been restricted for the cause of Allah, unable to move about in the land. An ignorant [person] would think them self-sufficient because of their restraint, but you will know them by their [characteristic] sign. They do not ask people persistently [or at all]. And whatever you spend of good - indeed, Allah is Knowing of it.
Tafsir Ibn Katheer in EnglishYou should spend on those poor people who, because they are busy striving in Allah’s path, are unable to travel to earn a living.
Due to their not asking, a person that is unaware will think that they are not in need.
However, the person who knows will recognise them by the signs that are apparent on their body and clothing.
They are unlike other poor persons who beg persistently.
Allah knows of any good or wealth you spend and He will give you a great reward for it.

(Charity is) for Fuqara (the poor), who in Allah's Cause are restricted (from travel), and cannot move about in the land (for trade or work). The one who knows them not, thinks that they are rich because of their modesty. You may know them by their mark, they do not beg of people at all. And whatever you spend in good, surely Allah knows it well.

Abdullah Yusuf Ali - Translation
(Charity is) for those in need, who, in Allah's cause are restricted (from travel), and cannot move about in the land, seeking (For trade or work): the ignorant man thinks, because of their modesty, that they are free from want. Thou shalt know them by their (Unfailing) mark: They beg not importunately from all the sundry. And whatever of good ye give, be assured Allah knoweth it well.
Safi-ur-Rahman al-Mubarakpuri

You know them by their appearance speaking a different language; they do not solicit peoples’ ears for charity. And whatever you spend in divine service comes to Allah’s Knowledge
Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi
(2:273) Those who are engaged so much in the cause of Allah that they cannot move about in the land to earn their livelihood and are, therefore, in straitened circumstances, specially deserve help. An ignorant person would suppose them to be well off because of their self-respect; you can know their real condition from their faces, for they are not the ones who would beg of people with importunity. And Allah will surely know whatever you will spend on them. *314

*314). The people referred to here are those who, because they had dedicated themselves wholly to serving the religion of God, were unable to earn their livelihood. In the time of the Prophet there was a group of such volunteer workers, known as Ashab al-Suffah, consisting of about three or four hundred people who had forsaken their homes and gone to Madina. They remained at all times in the company, of the Prophet, always at his beck and call to perform whatever service he required of them. They were dispatched by the Prophet on whatever expeditions he wished. Whenever there was nothing to do elsewhere, they stayed in Madina and devoted themseleves to acquiring religious knowledge and imparting it to others. Since they were full-time workers and had no private resources to meet their needs, God pointed out to the Muslims that helping such people was the best way of 'spending in the way of Allah'.

خاص طور پر مدد کے مستحق وہ تنگ دست لوگ ہیں جو اللہ کے کام میں ایسے گھر گئے ہیں کہ اپنی ذاتی کسب معاش کے لیے زمین میں کوئی دوڑ دھوپ نہیں کرسکتے ان کی خود داری دیکھ کر ناواقف آدمی گمان کرتا ہے کہ یہ خوش حال ہیں تم ان کے چہروں سے ان کی اندرونی حالت پہچان سکتے ہو مگر وہ ایسے لوگ نہیں ہیں کہ لوگوں کے پیچھے پڑ کر کچھ مانگیں اُن کی اعانت میں جو کچھ مال تم خرچ کرو گے وہ اللہ سے پوشیدہ نہ رہے گا
