surah Hud aya 28 , English translation of the meaning Ayah.
﴿قَالَ يَا قَوْمِ أَرَأَيْتُمْ إِن كُنتُ عَلَىٰ بَيِّنَةٍ مِّن رَّبِّي وَآتَانِي رَحْمَةً مِّنْ عِندِهِ فَعُمِّيَتْ عَلَيْكُمْ أَنُلْزِمُكُمُوهَا وَأَنتُمْ لَهَا كَارِهُونَ﴾
[ هود: 28]
11:28 He said, "O my people have you considered: if I should be upon clear evidence from my Lord while He has given me mercy from Himself but it has been made unapparent to you, should we force it upon you while you are averse to it?
Tafsir Ibn Katheer in EnglishNoah asked his people to tell him whether he and the believers would be able to enter faith into his people’s hearts against their will if he had a clear proof from his Lord, showing that what he said was the truth, and that they must believe him? They would be unable to do so, because it is Allah alone Who gives people faith.

He said: "O my people! Tell me, if I have a clear proof from my Lord, and a Mercy (Prophethood, etc.) has come to me from Him, but that (Mercy) has been obscured from your sight. Shall we compel you to accept it (Islamic Monotheism) when you have a strong hatred for it?

He said: "O my people! See ye if (it be that) I have a Clear Sign from my Lord, and that He hath sent Mercy unto me from His own presence, but that the Mercy hath been obscured from your sight? shall we compel you to accept it when ye are averse to it?
Safi-ur-Rahman al-Mubarakpuri
He said: "O my people! Tell me, if I have a clear proof from my Lord, and a mercy (prophethood) has come to me from Him, but that (mercy) has been obscured from your sight. Shall we compel you (to accept) it when you have a strong hatred for it

(11:28) Noah said: 'My people! If I base myself on a clear evidence from my Lord, and I have also been blessed by His mercy *34 to which you have been blind, how can we force it upon you despite your aversion to it?

*34). This amounts to virtually repeating the statement mentioned earlier (see verse 17 and n. 17 ff. above). The statement suggested that the Prophet (peace be on him) had reached the stage of affirming the unity of God as a result of his own reflection. Whereafter, God favoured him by designating him a Prophet and providing him with direct knowledge of the truths about which his heart was already convinced.
This also shows that the Prophets attain belief regarding the realm of the Unseen before they are appointed to the office of prophethood. When they are subsequently designated Prophets, they are endowed with faith in the truths belonging to the realm of the Unseen as a result of direct knowledge of those truths.

اس نے کہا "اے برادران قوم، ذرا سوچو تو سہی کہ اگر میں اپنے رب کی طرف سے ایک کھلی شہادت پر قائم تھا اور پھر اس نے مجھ کو اپنی خاص رحمت سے بھی نواز دیا مگر وہ تم کو نظر نہ آئی تو آخر ہمارے پاس کیا ذریعہ ہے کہ تم ماننا نہ چاہو اور ہم زبردستی اس کو تمہارے سر چپیک دیں؟
