surah shura aya 42 , English translation of the meaning Ayah.
﴿إِنَّمَا السَّبِيلُ عَلَى الَّذِينَ يَظْلِمُونَ النَّاسَ وَيَبْغُونَ فِي الْأَرْضِ بِغَيْرِ الْحَقِّ ۚ أُولَٰئِكَ لَهُمْ عَذَابٌ أَلِيمٌ﴾
[ الشورى: 42]
42:42 The cause is only against the ones who wrong the people and tyrannize upon the earth without right. Those will have a painful punishment.
Tafsir Ibn Katheer in EnglishBlame and retribution will only be for those who oppress people and commit sins on earth.
For such people there will be a painful punishment in the Hereafter.

The blame is only against those who oppress men and wrong-doing and insolently transgress beyond bounds through the land, defying right and justice: for such there will be a penalty grievous.
Safi-ur-Rahman al-Mubarakpuri
The way is only against those who oppress men and rebel in the earth without justification; for such there will be a painful torment.
